The pieces
Letters of the Emperor Ferdinand III to Field Marshal Melchior von Hatzfeldt of 21 August, 7 September and 14 September 1641, an undated postscript, and a ciphered copy of the bond of the city of Aachen of 12 September, enclosed with the last letter.
Where
Hohenlohe-Zentralarchiv Neuenstein (Landesarchiv Baden-Württemberg), Ni 10 (Rosenberg-Hatzfeldt) Bd 242, fols. 46–49, 90, 93, 95–105. Not on DECODE.
The cipher
Homophonic substitution with ten nulls: zodiac signs for a–m, aspect signs and planets for the rest, numerals as homophones of the vowels, no word division.
How it was deciphered
With the key of Hermann Stützel, “Chiffrierwesen im Dreißigjährigen Krieg” (1963), applied unchanged. Stützel says the letters could all be translated but prints none of their texts.
What it says
Orders, money, troops and provisions: 20,000 reichsthalers on a two-month credit and 500 cuirassiers (in both the bond and the letter), the Mandelsloh regiment, sixty Austrian ox-wagons, the Franconian Circle and the Bishop of Würzburg.
Still open
Fols. 97v–98r of the 14 September letter are missing from the copies; 49 words carry a scribe’s slip; the clear passages were transcribed by AI agents only.
Credit
The key is Hermann Stützel’s and is not claimed. Brice Dudout (Europe chiffrée) ordered the copies, transcribed and read the pieces, working with Claude Opus 5.5 agents.

01 The pieces

The five pieces are cipher blocks inside letters from the imperial court at Regensburg during the Reichstag of 1640–41. P1 (21 August, fols. 46r–49v) is endorsed “in Ziffern geschrieben”; P2 (7 September, fols. 90r–90v) and P3, a postscript in a lighter hand, follow; P4 (12 September, fols. 95r–96r) is the ciphered copy of the bond of the city of Aachen, signed by its delegate Caspar von Schwarzenburg; P5 (14 September, fols. 97r and 98v–105v) is endorsed “Schreiben ganz mit Ziffern”. Only the cipher pieces were reproduced. The copies are private research copies and are not shown here.

The pieces confirm each other. P4 and P5 give the same 20,000 reichsthalers, two months and 500 cuirassiers, independently; P1 and P5 share the Mandelsloh regiment, the sixty ox-wagons, the Franconian Circle and the Bishop of Würzburg; P2 and P5 share Leipzig and a half-cannon.

02 The key

Stützel broke all four systems of the Neuenstein letters to Hatzfeldt and printed their keys; group I (Ferdinand III to Hatzfeldt, 1641, Anlage 1) is the system of Bd 242. It is a homophonic substitution: the twelve zodiac signs stand for a–m in order, the aspects for o–r, the planets and the Moon for s–z, numerals are homophones of the vowels (3, 10, 25 = a; 7, 8, 65 = e; 5, 70, 81 = i; 30 = o; 4 = u), and ten signs are nulls. His table is applied here unchanged.

Two features of the 1641 hands are shapes, not changes to the key: u is mostly a single loop with a cross above and b an 8 with a cross above, and y is an 8 with a cross below and x a single loop with a cross below. Thirty-seven and ten signs were reviewed on the images and corrected. A second transcriber, blind to the first, redid one page per hand (1,576 tokens) and matched 91.5% of tokens exactly and 94.4% on the key value.

03 The reading

The count is made by script. Of 859 cipher words, 677 are certain, 131 probable, 49 restored and 2 unresolved: 94.1% read, 98.9% by letters. The letter of 14 September reads at 95.3% and is classed as complete; the 21 August letter (93.0%), 7 September (90.7%), the postscript (50.0%) and the Aachen bond (94.9%, one word short) stay partial. Restored words are mostly one slip of the scribe in an otherwise certain word and count as holes. The German and an English translation are under Full texts.

21 Aug 1641 (fols. 46r-49v) read in part

Ferdinand III approves Hatzfeldt's plan for after the siege of Dorsten, has told Archduke Leopold Wilhelm to send him orders, and promises provisions, ammunition, foot, the Mandelsloh regiment and sixty Austrian ox-wagons for his march to Franconia.

Builds coherent sentences, but under the read bar of 95% of words read as sense (93% here); the holes are marked in the reading.

# Reading (German, spelling of the cipher, word division restored), Daniel Bourdeau's rule

plain word = certain; {x} = probable (a doubtful sign, a glyph variant, or a documented sign confusion); [x] = letter restored from the sense or corrected against the decoded sign;
‹…› = unresolved (letters from the key, ? = no value); « … » = the letter's own clear text (agents' transcription, not counted). Grouped by folio. Generated mechanically from
the frozen reading (LECTURE-SENS) aligned on the decryption; the counts in NOTES.md come from the same files.

## P1 — Regensburg, 21 August 1641 (fols. 46r–48v)

*Ferdinand the Third, by the grace of God elected Roman Emperor, at all times Augmenter of the Empire. High- and well-born, dear and faithful.
We have duly received your most obedient report from Dorsten dated the eleventh of August, and have graciously learnt from it how, as soon as
Dorsten is taken, you most obediently offer to carry out the order sent to you through Our Court War Secretary Vincentz [?] Ottman,* ‹and what
way in particular you intend to take in doing so›. *Since We* ‹entirely approve of it, We have at once informed Our beloved brother, the Archduke
Leopold Wilhelm of Austria, His Highness, and reminded him to send you urgent orders to follow you in that same enterprise as soon as you have
finished with Dorsten›. [?] *you will persevere in the enterprise against the said Dorsten (since you have already got so far with it), and will
not need to give it up even if its surrender should be delayed somewhat beyond the end of this month of August.* ‹You shall not lack the supply of
more provisions, ammunition and foot when you march up here; We mean then to send to join you the Mandelsloh regiment and whatever else can be
spared from Franconia and Swabia. We are also sending into Franconia, to the same end, sixty ox-wagons that were destined for the Upper Rhine and
have already arrived up here from Austria, so that on your coming they are ready at hand and can bring the provisions to you; and We are likewise
asking the Franconian Circle Estates, by separate letters, for a contribution in provisions, to be set against their next imperial contribution,
and are enclosing these letters with today's ordinary post of His Grace the Bishop of Würzburg.›
*Although We have also learnt from your said letter that you have so far sent several of your reports to His Highness the Archduke by the shortest
way to the main army and have had answers, We nevertheless think it safer that, besides what you can still send to Our main army by that way —
which must always be done in well-kept cipher — you also send the same every time in duplicate to Us here … The two regiments in the land of
Jülich, Jung Nassau and Craffts [?], you will leave standing there … until [?] the promised Rhenish guilders come in at the same time, [?] further
resolution will be taken on how to deal with them … and We remain graciously well disposed to you. Given in Our and the Holy Empire's city of
Regensburg, the twenty-first of August 1641, in the fifth year of Our Roman, the sixteenth of Our Hungarian and the fourteenth of Our Bohemian reign.
Ferdinand. — Heinrich Schlick, Count of Passaun. — By His Sacred Imperial Majesty's own command. Jo. [?].*
Address (fol. 49v): *To the high- and well-born … Melchior Count of Hatzfeldt, Lord of Wildenberg, Our War Councillor, Field Marshal and Colonel.*
Endorsement: *His Imperial Majesty from Regensburg, 21 Aug. 1641 — written in cipher.*

## P2 — Regensburg, 7 September 1641 (fols. 90r–90v)

*Ferdinand the Third … High- and well-born, dear and faithful. We inform you by this special courier that We* ‹are already having all kinds of
preparations made for the enterprise against Erfurt entrusted to you, and in particular have made the necessary arrangements for procuring the
provisions from Leipzig; but We wish only to remind you herewith that on your march up here, as soon as you have finished with Dorsten, you should
think of bringing with you, if possible, two half-cannon from the town of Berg, and of seeking every possible means of getting the horses needed to
draw them›, *which We shall then expect of you; and We remain graciously well disposed to you. Given … Regensburg, the seventh day of September
1641 … Ferdinand. By command … Heinrich Schlick, Count of Passaun. Jo. Georg [?] Püchler [?].*

## P3 — Postscript, undated (fol. 93r; after 7 September 1641) — below the 95% rule

*Also, high- and well-born, dear and faithful.* ‹The [?] of the guns from the town of Berg› *you will (attend to) according to Our last letter of
the seventh of this month [?]. As in the letter. Ferdinand.*

## P4 — Copy of the bond of the city of Aachen, Regensburg, 12 September 1641 (fols. 95r–96r; enclosure of P5)

‹I, the undersigned plenipotentiary delegate of the royal-seat city of Aachen of the Holy Roman Empire, acknowledge herewith that I am bound to
deliver to the war chest of His Roman Imperial Majesty, or wherever it shall be assigned, a sum of twenty thousand reichsthalers — I say twenty
thousand reichsthalers — within two months from this date; further to raise a new regiment of five hundred well-armed horse for the service of His
Roman Imperial Majesty, our most gracious lord, and to deliver it wherever He shall require; and besides to pay the imperial contribution for one
hundred and twenty months, monthly; in consideration that His said Roman Imperial Majesty has most graciously exempted and freed the said city of
Aachen and its jurisdiction from all billeting. In true witness and confirmation I have, in the name and on behalf of the said city of Aachen, as
holder of its full power, [signed] this with my own hand and my usual seal.› *Given and done at Regensburg, the 12th of September [?].* ‹Caspar von
Schwarzenburg, delegate of Aachen.›

## P5 — Regensburg, 14 September 1641 (fols. 97r, 98v–105v; fols. 97v–98r not supplied)

*Ferdinand the Third … We have duly received your most obedient report of the first [?] of September and learnt from it that* ‹you answered, under
date of the same first of September, the order sent to you on the 24th of August by Our dear and beloved brother the Archduke Leopold Wilhelm of
Austria, His Highness› **[gap: fols. 97v–98r not supplied]** ‹… sent ahead, and that the other ten thousand will likewise follow within fourteen days. The
Elector of Saxony, His Highness, has also been asked [?] for a number of guns and balls from Leipzig›, *and the meeting of the convention called there
is expected today or tomorrow. Besides,* ‹His Grace the Bishop of Würzburg will provide four half-cannon with a hundred balls each, together with two
mortars and six hundred foot. Of powder there are two hundred hundredweight at Würzburg belonging to Us; His Grace the Bishop offers one hundred more;
and from here We will also have three hundred hundredweight taken there. Of grain there are, besides the stores already mentioned, which were
diligently provided by Us, two thousand malter at Würzburg and Forchheim›, *for which reason* ‹We have had the Franconian Circle Estates asked for a
larger store, and have also directed the sixty provision ox-wagons that came from Austria to Würzburg›. *We have likewise ordered* ‹the Mandelsloh
regiment, sending it a provisional order›, *that as soon as* ‹you are on your march up here, the same [regiment], at the place where› *[clear text
uncertain] …* ‹[it is] to join [you]›. *So that* ‹with such arrangements no difficulty at all can be seen that could hold you up further in the said enterprise›, *since*
‹far more depends on it than on Coesfeld, and by neglecting or delaying it great harm could easily be done to the main business›. *At the very least*
‹you are by no means to put it off as soon as Dorsten has surrendered; otherwise all the provisions mentioned above would be in vain if this enterprise
were not carried on, and in particular the money sent to Leipzig would be lost, since the provisions bought there with it could not be brought to Our
main army because of the too great distance; and it would have been better to have left [the same] expense undone and to have spent the money sent
there elsewhere to better use›. *Since We have also been told by Our Privy Councillor and President of the Court War Council, Count Schlick, that the
Secretary Ottman has this from your instructions, that* ‹a good many men are deserting the enemy's field forces, both Lüneburgers and Hessians, whom you
trust you could bring, whether you are present or absent, into Our› *[?]* ‹war service› *and in this way* ‹recruit at least some three or four thousand
men, if ready money for it were at hand at once›, *We have first [?] and* ‹ordered by special courier Our Chamberlain and Court War Councillor Ernst,
Lord of Traun›, *that he* ‹put this opportunity before His Highness the Cardinal-Infante and ask on that ground for the speediest payment of the
hundred and twenty thousand guilders still owed to the Westphalian corps›. *Meanwhile We have,* ‹for lack of this money, granted the city of Aachen

Endorsement (fol. 105v): *From His Imperial Majesty, Regensburg, 14 Sept. 1641 — letter entirely in cipher.*

7 Sept 1641 (fols. 90r-90v) read in part

Preparations for the operation against Erfurt are under way (provisions from Leipzig); once Dorsten has fallen Hatzfeldt is to bring two half-cannon from "Statt Berg" and find horses to draw them.

Builds coherent sentences, but under the read bar of 95% of words read as sense (91% here); the holes are marked in the reading.

# Reading (German, spelling of the cipher, word division restored), Daniel Bourdeau's rule

plain word = certain; {x} = probable (a doubtful sign, a glyph variant, or a documented sign confusion); [x] = letter restored from the sense or corrected against the decoded sign;

Besides,* ‹His Grace the Bishop of Würzburg will provide four half-cannon with a hundred balls each, together with two
mortars and six hundred foot. Of powder there are two hundred hundredweight at Würzburg belonging to Us; His Grace the Bishop offers one hundred more;
and from here We will also have three hundred hundredweight taken there.
*Meanwhile We have,* ‹for lack of this money, granted the city of Aachen
exemption from quartering, in return for paying twenty thousand reichsthalers within two months and recruiting five hundred cuirassiers›, *as you
will see in more detail from* ‹the enclosed bond of the burgomaster of that city present here›. *And thereupon* ‹to treat with the said city: We know
[?] that either they will now at once advance the promised money for the said recruiting, or else you would in the meantime go so far as to raise it
yourself; then We assure you that it shall be repaid to you at once out of the said Aachen money as soon as it comes in, and [placed] in your hands›
*[?].* ‹As to the goods of the city of Bremen that have been held up,› *We leave things as they are* ‹until the city itself applies to Us about it›,
*when We will decide on it according to the circumstances and to fairness. And We remain graciously well disposed to you. Given … Regensburg, the
fourteenth of September 1641 … Ferd[inand]. By command … Jo. Jörg [?] Püchner [?]. [Heinrich Schlick, Count of Passaun.]*
Endorsement (fol. 105v): *From His Imperial Majesty, Regensburg, 14 Sept. 1641 — letter entirely in cipher.*

Postscript (fol. 93r) read in part

A postscript in a lighter hand recalls the order of the 7th about the guns from "Statt Berg"; four cipher letters are unresolved.

Builds coherent sentences, but under the read bar of 95% of words read as sense (50% here); the holes are marked in the reading.

Besides,* ‹His Grace the Bishop of Würzburg will provide four half-cannon with a hundred balls each, together with two
mortars and six hundred foot. Of powder there are two hundred hundredweight at Würzburg belonging to Us; His Grace the Bishop offers one hundred more;
and from here We will also have three hundred hundredweight taken there.
*Meanwhile We have,* ‹for lack of this money, granted the city of Aachen
exemption from quartering, in return for paying twenty thousand reichsthalers within two months and recruiting five hundred cuirassiers›, *as you
will see in more detail from* ‹the enclosed bond of the burgomaster of that city present here›.

Aachen bond, 12 Sept 1641 (fols. 95r-96r) read in part

Ciphered copy of the bond of Aachen: the city pays 20,000 reichsthalers within two months, raises 500 horse and pays the imperial contribution, in return for exemption from billeting.

Builds coherent sentences, but its word share is at or above the 95% read bar, and it stays read in part for another reason stated on this page (95% here); the holes are marked in the reading.

Besides,* ‹His Grace the Bishop of Würzburg will provide four half-cannon with a hundred balls each, together with two
mortars and six hundred foot. Of powder there are two hundred hundredweight at Würzburg belonging to Us; His Grace the Bishop offers one hundred more;
and from here We will also have three hundred hundredweight taken there.
*Meanwhile We have,* ‹for lack of this money, granted the city of Aachen
exemption from quartering, in return for paying twenty thousand reichsthalers within two months and recruiting five hundred cuirassiers›, *as you
will see in more detail from* ‹the enclosed bond of the burgomaster of that city present here›.

14 Sept 1641 (fols. 97r-105v)

The Emperor lists the guns, powder, grain and wagons gathered at Würzburg and Leipzig for the Erfurt operation, urges Hatzfeldt not to delay after Dorsten, asks the Cardinal-Infante through Traun for 120,000 guilders owed to the Westphalian corps, and encloses the Aachen bond.

# Reading (German, spelling of the cipher, word division restored), Daniel Bourdeau's rule

plain word = certain; {x} = probable (a doubtful sign, a glyph variant, or a documented sign confusion); [x] = letter restored from the sense or corrected against the decoded sign;

Besides,* ‹His Grace the Bishop of Würzburg will provide four half-cannon with a hundred balls each, together with two
mortars and six hundred foot. Of powder there are two hundred hundredweight at Würzburg belonging to Us; His Grace the Bishop offers one hundred more;
and from here We will also have three hundred hundredweight taken there.
*Meanwhile We have,* ‹for lack of this money, granted the city of Aachen
exemption from quartering, in return for paying twenty thousand reichsthalers within two months and recruiting five hundred cuirassiers›, *as you
will see in more detail from* ‹the enclosed bond of the burgomaster of that city present here›.
