- The telegrams
- Seventeen cipher telegrams between the Ministry of War in Bogotá and Gen. Amadeo Rodríguez Vergara, civil and military chief of the Amazonas at Puerto Asís, 9–27 September 1932, after the Peruvian seizure of Leticia on 1 September.
- Where
- Archivo General de la Nación Colombia, Archivos Privados, Fondo General Amadeo Rodríguez Vergara, Asuntos militares, CO.AGN.AP.GARV..2.2.4, ff. 85–177 (on DataViva).
- The cipher
- Seven simple-substitution alphabets, one for each weekday, vowels to vowels, with the day name and D (forwards) or R (reversed) in clear at the head. All the telegrams seen are D.
- How it was deciphered
- With the Sección I key of 31 January 1931, kept in the same fonds (GARV..1.1.4 f. 44r). It scores 0.977 of characters on a held-out telegram against 0.381 for the best of 200 permuted keys.
- What it says
- Ammunition from Bofors, the gunboats Cartagena, Santa Marta and Barranquilla, the state of the troops (499 men, corrected to 599), the move to Caucaýa, the passage of Güepí, the Napo and the risk of a conflict with Ecuador, Peruvian reinforcements to Loreto, and the censorship of soldiers’ letters.
- Still open
- Telegram No. 143 (f. 151), about 160 numbers in a numeric system for which no key is in hand, and four unresolved words.
- Credit
- Daniel Bourdeau transcribed the key and read ff. 149 and 153 first; Brice Dudout (Europe chiffrée), working with Claude Opus 5.5 agents, transcribed and read the other telegrams.
01 The telegrams
The Peruvian seizure of Leticia on 1 September 1932 opened the Colombia–Peru conflict. The telegrams are the traffic of the first weeks between the Ministry of War and the general at Puerto Asís on the Putumayo. Five of them have a contemporary clear text in the same file (ff. 117, 127, 137, 139 and 157), and f. 141 carries a pencil gloss of its last sentence; for these the reading is a verification of the period decipherment, not a new reading. The other eleven have no decipherment in the file. Copies are counted once (ff. 106 = 107, 132 = 125, 152 = 153, 154 = 158).
02 The key and its test
The Ministry’s key sheet (Sección I, “Criptografía”, 31 January 1931) gives the cipher letter of each plain letter for every weekday; its rules are on f. 43r. Daniel Bourdeau transcribed the table on 28 October 2026 and Brice Dudout transcribed it again independently on 4 November: the two tables are identical. Many slips of keying or transmission remain in the telegrams (b/h, i/e/a, dropped letters); f. 134 is headed “Martes D” but is enciphered with the Monday alphabet, and ff. 109, 141 and 170 have no heading.
One pre-registered measurement was made on a held-out telegram (No. 82, 661 letters): 0.977 of characters and 0.854 of words, against 0.381 and 0.039 for the best of 200 permuted keys.
03 The reading
The 787 cipher words give 759 certain, 24 probable and 4 unresolved: 99.5%. The clear words of most telegrams were left out of the transcriptions, so the reading gives the cipher parts. For the numeric telegram No. 143 (Lt-Col. Paz, 25 September) the weekday key does not apply; the Presidency key (GARV..2.2.1 ff. 6v, 8, 10) is a candidate and has not been tried. The Spanish and an English translation are under Full texts.
04 What remains uncertain
- Telegram No. 143 on f. 151: about 160 numbers from 1 to 181 in another system, with no key in hand.
- Four unresolved words (zeffe on f. 107, pascama on f. 153, hsla on f. 159, gixhtlo on f. 170). The sentence on f. 153 does not fully construe around “relator … yo”, and f. 159 should be re-read at full resolution.
- The historiography of the Colombia–Peru war was not searched beyond the catalogue’s searches of 3 November; no edition or study of these telegrams was found. Other files of the fonds (GARV..2.3.1, 2.3.2, 2.4.1, “con traducción”) were not opened.
- The DataViva images carry no explicit licence and are not reproduced here.

Reading
# Reading (Spanish), cipher words only, Daniel's rule
Plain word = certain (mechanical decoding gives the expected Spanish word, or a one-letter keying slip of a kind seen in the held-out test); {x} = probable (two or more letters corrected, or a proper name not attested elsewhere); ‹x› = unresolved. No restorations. Clear words of the telegrams are not counted and are mostly left out; copies are counted once. Telegraphic style, no punctuation in the originals.

## f103: ff. 103r-104r, Orden público 25, Puerto Asís 9 Sept 1932, Rodríguez to the Minister of War; heading "Viernes (D)"
urgent to order from the Bofors firm a thousand armour-piercing shells, a thousand shrapnel, a thousand shells for the gunboats' artillery pieces; today both have only two hundred and ninety shrapnel and two hundred and ninety-six shells; I judge it advisable to transfer the gunboat Barranquilla to form part of the Amazon flotilla, since the Peruvians have five war launches and numerous merchant vessels that can easily be armed for war; the Barranquilla could be taken by her crew under your orders, buying fuel at Curaçao; if the Ministry decides to send the gunboat Barranquilla, request transport of ammunition urgently, and the artillery pieces are at Cartagena; the gunboats' ammunition must be placed

precision: if we [have] an international conflict with Ecuador [by the] passage of troops [on the] Napo, bearing in mind that all the slopes of the Napo down to the Amazon were ceded to Ecuador, the situation favours us in the sense that Peru occupies all the slopes of the Napo as far as Puerto Pantoja near the mouth of the Aguarico

Diego Muñoz; flotilla gunner second lieutenants José Pacheco, Efrén Salcedo; summary: one general, one colonel, one lieutenant-colonel, three majors, four captains, twenty-two junior officers, four medical officers, four hundred and ninety-nine men. I believe the situation requires taking the largest number of troops to Leticia; they could be carried by the launches {Inchiroca} one hundred and fifty men, Huayna Cápac one hundred and fifty, Cartagena fifty, Santa Marta fifty, total four hundred; we would have available fifty of the colonisation company, ninety of the construction company, one hundred and sixty-six of the Boyacá battalion, total three hundred and six, leaving Puerto Asís and Caucayá ungarrisoned, points that must keep strong bodies of troops; transfer of the troops at Florencia to Caucayá and of the Boyacá reserves to Puerto Asís

## f138: f. 138r, Urgente OP No. 12599, Ministry of War, Bogotá 20 Sept 1932, Carlos Uribe Gaviria to Gen. Rodríguez; heading "Martes D"

## f140: f. 140r, Urgente No. 12141, Ministry of War, Bogotá 20 Sept 1932, to Gen. Rodríguez; heading "Martes, D"
the situation at Leticia remains the same; we have no news of El Encanto or Tarapacá; the Peruvian government has [not] yet {decided} its attitude; we continue sending troops to Caucayá; a complete battery will leave Bogotá for Caucayá; General Balcázar will leave and will give you and Colonel Rico more information; it is necessary that the gunboat's voyage to Caucayá be made with every precaution on passing {Güepí}; if resistance were offered there, attack [only] if every probability of complete success is assured [, otherwise] the consequences would be disastrous; you must stay at Puerto Asís to organise the {concentration} that will be necessary if {events} require it; as soon as possible we will send the seaplane {you} request; report the departure of the gunboat for Caucayá and the number of troops
