The letters
A typed cipher letter of 15 July 1909 from José López Portillo y Rojas, a lawyer and writer, to General Bernardo Reyes, governor of Nuevo León, at Galeana; a note of 29 July; and two short telegrams of 15 and 23 July with plaintext beside the cipher, which carry the key.
Where
Centro de Estudios de Historia de México (CEHM), Archivo del General Bernardo Reyes: DLI.39.7680.2 (the letter), DLI.39.7712.1 (the note), DLI.39.7677.1 and DLI.39.7696.1 (the telegrams). Not on DECODE.
The cipher
Numbers for letters, with about three consecutive numbers for each (a is 15, 16 or 17; e is 1, 2 or 3; s is 53, 54 or 55), and two special codes, 77 and 79. Numbers are separated by full stops and typed in the letter.
How it was deciphered
Alberto Garvía García inferred the numbers from the ciphertext and supported them with the plaintexts of the two telegrams: 28 strict values, and 60 = Y once the clearer images showed it (29 in the project’s count). The seven control sequences and the 77 groups of the letter agree with screenshots of the CEHM images, read by an AI reader.
What it says
An unread code, [79], probably the President, speaks of Reyes as an enemy and he should not declare himself at once; “me inspira temor tu situación”; “hay que tener calma y prudencia”; other clubs of Guadalajara will write; the note of 29 July says there is a rupture between Limantour and, probably, Creel.
Still open
The codes 79 and 77, the second name of the note, the group of five read as quejándose only by assuming one slipped number, and a check on the CEHM originals by a human.
Credit
The key is Alberto Garvía García’s (issue #245, report on Zenodo, doi 10.5281/zenodo.23934776). The images were sent privately and are not reproduced.

01 The letters

In 1909 General Bernardo Reyes, governor of Nuevo León, was one of the two men talked of as President Díaz’s successor, the other being the finance minister José Yves Limantour. That summer the movement around Reyes was put under pressure and he left for Europe later in the year. José López Portillo y Rojas, born in Guadalajara, wrote to him on 15 July, by typewriter and with the delicate parts in numbers. The Reyes archive at the CEHM keeps the letter, the note of 29 July and two telegrams with plaintext beside the cipher.

02 The key and its test

The key rests on seven control sequences, each a word in the telegrams with its plaintext beside it: aplaza, esperes (15 July), graves, comunicarte, salida, suspender and Clubs (23 July). Together they give 28 distinct values with no number mapped to two letters. The value 60 = Y, from vaya, appears once; the contributor kept it provisional because the word sits near the viewer’s watermark, but on the clearer images the sequence 15 60 17 is legible beside the typed vaya, and 15 and 17 are already a, so it is counted: 29 strict values. We read the numbers of these sequences, and the 77 groups of the letter, on four screenshots of the CEHM viewer that the contributor sent privately, and they agree with his file.

With that table the letter decodes to Spanish, and the extra values that this fixes (for example 45 = o, 26 = n, 10 = g, 33 = l, 35 = j) are consistent with the blocks of three: the first line of the telegram of 15 July, 79 1 26 3 41 20 8 11, also decodes as enemigo. These values are our additions, marked as such in the key file, and are not part of the contributor’s count. A statistical test was not possible, because the Spanish letter model cannot be built from this environment.

03 The reading

The letter has 75 alphabetic groups, and all 75 decode to letters of words; only the words temor and calma use nothing but the strict values, and two groups (24 in quejándose and 48 in situación) read only by assuming a one-number slip. With the note of 29 July, 84 of 89 groups are deciphered, 94.4%. In English: “I have learned from a good source that [79] speaks of you as of an enemy, complaining (a tentative reading) that you do not declare yourself at once. Your situation fills me with fear. One must keep calm and be prudent. Take great care of yourself so that you recover soon. [77] … offices … unchained. Other clubs of Guadalajara will write to you. Today I send you a pleading message.” The telegram of 23 July says that Dr. Gómez must go and asks that replies to the clubs be suspended until the departure is announced. López Portillo y Rojas to Bernardo Reyes, Mexico, 15 July 1909 (CEHM DLI.39.7680.2) read in part

A friend of General Reyes, then governor of Nuevo León, warns him in July 1909 that the President speaks of him as an enemy and urges him not to declare himself at once, to keep calm and be prudent and to look after his health; other clubs of Guadalajara will write; he sends a pleading message the same day; the one complaint is quejándose (tentative).

Builds coherent sentences, but under the read bar of 95% of words read as sense (100% here); the holes are marked in the reading.

# Reading of the cipher letter of 15 July 1909 (CEHM DLI.39.7680.2) and of the note of 29 July 1909 (DLI.39.7712.1)

Key: `key.tsv` (Alberto Garvía García's 28 strict values and 60 = Y (29 in the project's count), plus values fixed on the telegram of 15 July and on the letter's own words;
see VERIFICATION.md). Cipher words are given in normal spelling; `[...]` = group not read; `[79]`, `[77]` = special codes; `?` = doubtful.
Clear words of the typed letter are in italics.

Notes: the typed 48 in *situación* stands where an o code (44 or 45) is expected; 48 is p elsewhere, so it is read as a typing slip.
The group 28 23 24 54 2 has the same shape: 24 is c everywhere else (*Clubs*, *comunicarte*, *calma*) but an o code is wanted for
*quejándose*, so one number is taken as a slip. This is the contributor's proposal, checked on the clearer images of 6 Nov 2026 (the
group is printed as given, after "queja,"); it rests on assuming one error and stays tentative. On the clearer images the character
after 77 is a typed **s** (as in the contributor's file), not an e as the phone screenshots suggested; the last s after 54 looks the same.

Count (counted by hand from key.tsv and decryption_7680.txt): 75 alphabetic cipher groups, all 75 read as letters of words
(100%), 10 of them certain (temor, calma: every value in the strict set); two groups are read only by assuming a one-number slip
(24 in *quejándose*, 48 in *situación*); the codes 79 and 77 are not read.

## 29 July 1909 (note)

*... Hay ruptura entre* Limantour *y* [c r? e? e l: Creel?; 24 46 42 1 31 on the clearer images]

The typed line below reads: *Retira de tu ánimo preocupaciones, y lee mi respuesta con atención.* The handwritten plaintext above the
cipher is faint and is not transcribed here. LIMANTOUR (9 groups) is read; the second name is tentative.

A short note of 29 July: there is a rupture between Limantour and (probably) Creel; the typed line asks Reyes to put his worries aside and read the reply carefully.
