- The letters
- Four letters from Lord Cobham to Walsingham, May–June 1588, written while he was an English commissioner treating with Parma’s deputies at Ostend and then Bourbourg. They are clear English with passages in Greek-like signs.
- Where
- British Library, Harley MS 287 ff. 80–81, 88, 92–93 and 96–97 (DECODE R8490, R8492, R8495, R8496), catalogued with no decipherment. The key record the catalogue suggested (Bodley’s 1590 cipher) does not fit.
- The cipher
- A polyphonic sign cipher: one sign stands for s, t and a, another for r and y. Code numbers include 7 the Queen, 10 the Lord Admiral, 15 Parma and 16 the King of Spain.
- How it was read
- The key comes from Cobham’s own April letters in the same volume, deciphered between the lines at the time. About sixty glossed words aligned at full scan resolution give a sign inventory (
signs.tsv). A solver (solve.py) matched cipher words against a word list from the Calendar of State Papers Foreign for 1588. - What it says
- Cobham reports on the talks, a captain gone into Scotland, Italians arriving and the haven of Rain, in fragments such as “within France”. The graded decipherment is in
targets/cobham1588/READING.md. - Still open
- About a third of the cipher words are deciphered. The rest could not be resolved from the scans: the L-shape and K-shape signs on f. 88, the square on f. 80 and the codes 4, 22 and 27 are unglossed.
01 The letters
William Brooke, Lord Cobham, was one of Elizabeth’s commissioners sent to treat with Parma’s deputies in the spring of 1588. The talks moved from Ostend to Bourbourg while the Armada was fitting out. The Calendar of State Papers Foreign (vol. 21 pt 4) calendars his letters in SP 77, but not these Harley copies. No printed decipherment of them was found.
| DECODE | Harley 287 | Date, place | Cipher |
|---|---|---|---|
| R8490 | ff. 80–81 | Ostend, 5 May 1588 | about twelve cipher runs on f. 80r, two lines on f. 81r |
| R8492 | f. 88 | 1588, undated | the densest: some fourteen lines mixed with clear words (“captain Montgomery … of late gone into Scotland … with 40 men of”) |
| R8495 | ff. 92–93 | 27 May 1588 | about eight lines on f. 92r, among news of the Armada at Lisbon and the mariners at Sluys |
| R8496 | ff. 96–97 | Bourbourg, 9 June 1588 | scattered words |

02 The key, from the glossed siblings
On f. 75 (Ostend, 9 April 1588; R8488) the decipherer wrote the plain text over each cipher word: “cardinal is coming”, “upon our arrival”, “willing to harken”, “by the clergy they made means”, “their great desir of”, “the Duke of Parma his bastard son”. On f. 89 (R8493) the glosses give “what may be”, “further hoped for at their hands” and “our abode in this towne is so advantagious”. Aligning them gives the following table. The sign names are descriptive.
| plain | signs | plain | signs |
|---|---|---|---|
| a | U, ∪ | l | circle crossed by a straight stem ϕ |
| b | + | m | horizontal S with a loop |
| c | 8 | n | double-barred cross ‡‡ |
| d | ∞ | o | z-shape, c, d |
| e | 7 | p | ϑ |
| f | H | r | V, γ |
| g | crossed X | s, t | Λ (two near-identical forms) |
| h | loop on a long stem | u, v | “..”, “:” |
| i | ⊥, undotted X | w | dot and stroke |
| k | ω | y | γ |
Not found: j, q, x and z. Several signs on f. 88 (shapes like K, υ, ρ and W) are not in the glosses and may be code signs. A second session working on Cobham’s March letters (R8477–R8487) reached the same values independently from its own cribs, and deciphered most of those letters: see Cobham at Ostend, March 1587/8 (key in targets/harley287/key.tsv). Its table separates s (a narrow ∧) from t (a wide one), which may resolve the s/t ambiguity here.
03 The sign inventory, and what is deciphered
A third pass worked from the scans at full resolution (7,200 pixels wide), aligning about sixty glossed words on ff. 75, 79 and 89 sign by sign. The result is targets/cobham1588/signs.tsv. The families that look alike at normal size separate cleanly. p is a loop with its tail swept down-left (“upon”, “popes”, “perswade”). l is a circle crossed by a straight stem (“arrival”, “holding”). h is a stem with a bowl to the right (“harken”, “thought”). m is a horizontal S with a loop (“made”, “commission”), and w a dot and stroke (“willing”, “sworne”). The glosses also show that several signs are polyphonic. Λ is s and t (and probably a), γ is r and y, c is o and once a, and the l sign once stands for t. The code numbers are glossed too: 7 = her Majesty, 10 = the Lord Admiral, 15 = the Duke of Parma, 16 = the King of Spain.
- f. 80r: the word first taken for ARMADA (“as usuall in all armadas”) is treaties: its third sign is the 7-form e, not the m sign (re-checked 22 October 2026), so the passage reads “as usuall yn all treaties in [?numbers], that at the treaty of [?Breda]”. Also “hoping theym in the [?ex]pances”; a run with vertical word dividers ending “to these termes”; and “[22] is so forwarde yn the action that he promised Q[ueen]”. (M)
- f. 88r: “15:” is the Duke of Parma. The first cipher run probably begins “[?captain] …” before a name, “with 40 men of […] have promised the haven of […]”. The rest turns on signs no gloss shows. (M)
- f. 92r: “4 sent by […]” and “of words of [?letters]” (M); the September guess “the Portugals” is withdrawn.
04 What stays open
The sign inventory is now fixed, so the images are no longer the obstacle. Several signs are polyphonic and a few (an L-shape and a K-shape on f. 88, the square on f. 80, the codes 4, 22 and 27) are unglossed. The next step is to transcribe the runs sign by sign from the full-resolution crops, give each sign its set of possible letters from signs.tsv, enumerate each cipher word’s possible decryptions against a word list of the 1580s, and let the clear context choose.
05 The partial readings, letter by letter
On 22 October 2026 the clear text of ff. 80r–80v, 92r and 96v was transcribed as running English and every cipher run re-checked on the 7,200-pixel images (texts/R8490_reading.md and the others, with modern English). One sign was misread in September: the third sign of the f. 80r word taken for armada is the 7-form e, so the word is treaties, and the hostages passage now holds. The September guesses graded I are withdrawn. The cipher runs (in italics in the reading files) still give scattered words, so all four letters remain decoded, not read; […] marks an unread run, [?word] a word only partly carried.
- f. 80r (5 May): “Touching hostages, yt ys honorable for [7] to […] their surety to these termes, as usuall yn all treaties in [?numbers], that at the treaty of [?Breda], which was the 20”; “[22] is so forwarde yn the action that he promised Q[ueen] to send to […] [27]”; f. 80v “[22] hath a desire to retourne from theym”.
- f. 88r: “There ys captayne Mongomery of latt gone into Schotland. [?captain] […] with 40 men of […] have promised the haven of […] […] yn […] there to [15]”; “Italians [?arriving] […] [?Naples] Antonio”.
- f. 92r (27 May): the clear news of the Armada still at Lisbon and the Hamburg mariners at Sluys, then “4 sent by […] are […] […]”, “imprisoned in [?Bruges]”, “of words of [?letters]”.
- f. 96v (9 June): “[?Within] [?France] […] […]”, “his [?servants] […] [?priests]”; f. 96r, wholly in clear, is not transcribed yet. f. 97r is blank.

R8490, ff. 80-81, Ostend 5 May 1588 decoded, not read
Lord Cobham, one of Elizabeth's commissioners for the Bourbourg peace talks with Parma's deputies, writes to Walsingham from Ostend in clear English with short cipher passages; Julio Romeo, Cristophero Mondragon and Doctor Dale are named in clear, and the cipher words concern hostages, the haven and the armada.
A mechanical decode with holes in most sentences: shown so that the transcription and the key can be checked and improved, not as a reading.

Deciphered words in **bold** with grades (H sign-certain + solver exact; M one sign or 1–2 edits; I guess).
Code numbers glossed on f. 79: 7 = the Queen, 10 = Lord Admiral, 15 = Duke of Parma, 16 = King of Spain.

## f. 80r, second full-resolution pass (reading_ff80_92_96_full.md)
- New sign: a short horizontal stroke "-" = b ("be", "subiects", "Brede").
- "hoping theym in the ◻ lances(?)"; the sign after ◻ is the circle-with-stem sign (l/t), so "expences" is doubtful.
- "touching **hostages** (M) yt ys honorable for **7** [the Queen] (H) … **they** (H) … **to these termes** (H)"

## Third pass on ff. 88 (lower half), 92r and 96v (reading_f88_full.md, reading_ff80_92_96_full.md)
- f. 88 lines 12–20 are mostly clear (Parma's commissioners; "80 sayles … with saddelles, bryddelles, bootes and
spurres"; "he ys goyng to Caleys"); the seven cipher words there stay unread (a recurring group "Tnn" unresolved).
- f. 92r: "imprisoned in **Bridges** [Bruges] (M)"; "they have **charge** (M)"; "of **letters** (M)"; "**ancient of
Newport** (M)"; "**captain** (M) [surname] is also **in prison** (M) [at] **Bridges** (M), the cause whereof is not

- New sign value: ϕ (circle crossed by stem) also = p (captain, prison, priests, people). "seventy" on f. 96v withdrawn.
## Status
Read in part: the key and sign inventory are fixed, the code numbers glossed, and about a third of the cipher words
read with grade H or M. The rest are unread because their signs could not be resolved confidently from the scans:
the ∧ and γ signs stand for several letters, and a few signs are glossed nowhere.Decryption

R8492, f. 88, undated 1588 decoded, not read
The densest cipher of the four letters: captain Montgomery has lately gone into Scotland with 40 men, a haven has been promised to Parma (code 15), Italians are arriving, and other Scotsmen are coming; the clear lower half reports Parma's commissioners and 80 sail with saddles, bridles, boots and spurs.
A mechanical decode with holes in most sentences: shown so that the transcription and the key can be checked and improved, not as a reading.

# Cobham to Walsingham, May–June 1588 (Harley 287): consolidated reading, 21 Sept 2026
## f. 80r (R8490, Ostend 5 May 1588)
- "hoping them **in the** ◻**pances** [expences] (M) for what chaunces so ever you bestow"
- "it will **not be** … **the haven** (H) is …"
- "… **to these termes** (M) as usuall **in all armadas** (H) in numbers, that at the **armada** (M) **on** … which was the 20"
- "Dunkergh: 22 is so **forwarde** (H) in the **action** (M) that he promised Q[ueen] to … 27 to begin the …"
- "in all **armada** (H) … at the armad[a] **of Brede**(I) which was the 20 and the **subiects** (H)"
- "22 … promised Q: to **send** (M) … 27 to begin the **openning** (M) **of the** (H)"
- "a **broth[er]**(I) about 15 who promised the mayor … a **haven** (M) to open"
## f. 81r top
- "22 hath a **desire** (M) **to retourne** (M) from theym yf he be not more **restrain[ed]**(I)"
## f. 88r (R8492) — see reading_f88.md
- "captain Montgomery of late gone into Scotland … **captain** (M) [name] with 40 men of …, [who] have promised
**the haven** (H) **of Rain** (M) … **spoil** (M) … **there** (H) to **15** [Parma] (H)"
- "… promised they **deliverd** (M) of the … to us by reason of our abode"
- "**Italians** (H) **arriving** (M) … **Antonio** (H) … **Naples**(I)"
- "there are coming of other Scottishmen **divers** (H) … **soldiers** (I) … away the **number of** (M) …"
## f. 92r (R8495, 27 May 1588)
- "4 sent by the **Portugals** (I) are …"; "imprisoned in **Bruges** (I)"; "they have **charge** (M)"; "of **letters** (M)"
## f. 96v (R8496, Bourbourg 9 June 1588) — see reading_f96v.md
- "**passed** (M) … in Bruges works overthrown"; "**within France** (M)"; "his **servants** (M) … **priests** (M)";
"**seventy** (M)"
## Third pass on ff. 88 (lower half), 92r and 96v (reading_f88_full.md, reading_ff80_92_96_full.md)
- f. 88 lines 12–20 are mostly clear (Parma's commissioners; "80 sayles … with saddelles, bryddelles, bootes and
spurres"; "he ys goyng to Caleys"); the seven cipher words there stay unread (a recurring group "Tnn" unresolved).
- f. 92r: "imprisoned in **Bridges** [Bruges] (M)"; "they have **charge** (M)"; "of **letters** (M)"; "**ancient of
Newport** (M)"; "**captain** (M) [surname] is also **in prison** (M) [at] **Bridges** (M), the cause whereof is not
knowen"; "of late ther are come … from **Irish** (M) **noblemen**(I)".
- f. 96v: "**the** … **passed** (M) yn B… works overthrown"; "**within France** (M)"; "**Roper**(I) and of his
**servants** (M) … **priests** (M) a doctor in …"; "caried **of letters for the people** (M)".

News from Cobham to Walsingham: the Armada still at Lisbon, Gonzaga, 200 mariners at Sluys; the cipher passages mention men imprisoned in Bruges, letters, the ancient of Newport and Irish noblemen.
A mechanical decode with holes in most sentences: shown so that the transcription and the key can be checked and improved, not as a reading.

# Cobham to Walsingham, May–June 1588 (Harley 287): consolidated reading, 21 Sept 2026
## f. 80r (R8490, Ostend 5 May 1588)
- "hoping them **in the** ◻**pances** [expences] (M) for what chaunces so ever you bestow"
- "it will **not be** … **the haven** (H) is …"
- "… **to these termes** (M) as usuall **in all armadas** (H) in numbers, that at the **armada** (M) **on** … which was the 20"
- "Dunkergh: 22 is so **forwarde** (H) in the **action** (M) that he promised Q[ueen] to … 27 to begin the …"

- "**passed** (M) … in Bruges works overthrown"; "**within France** (M)"; "his **servants** (M) … **priests** (M)";

# Cobham to Walsingham, May–June 1588 (Harley 287): consolidated reading, 21 Sept 2026

**servants** (M) … **priests** (M) a doctor in …"; "caried **of letters for the people** (M)".
