The letter
A letter of Emperor Charles V, countersigned Idiáquez, written at Monzón on 11 August 1542 to Ferrante Gonzaga, his viceroy of Sicily, on the money for the island’s infantry and galleys and for La Goleta, and on the French threat to Perpignan and Navarre.
Where
Biblioteca Estense Universitaria, Modena, Autografoteca Campori, Lettera K, Karl V, sfasc. IV, cc. 109–110 (catalogue 1560, narrowed to the other leaf). The scans are licensed CC BY-NC-SA and are not copied here.
The cipher
Each base sign is a consonant and a small digit above it adds the vowel; the digits 1 to 5 and 6 to 0 each run a, e, i, o, u; a sign with no digit is a single letter. A different system from the sign letters of 1549 (gonzaga1549), which has its own page.
How it was deciphered
Prabal Gupta inferred the structure from the sign statistics of the letter alone, with no key, sibling or crib, then a solver on a Spanish letter model gave the letters. Checked here: the table reproduces his decryption on 95% of the letters, and a word list covers 61% of the decrypted letters against at most 30% for 300 tables with shuffled output letters.
What it says
Sicily cannot pay for its infantry, its galleys and La Goleta, and no help can come from the Emperor’s other kingdoms; La Goleta must be provided for because of the Turkish fleet; the spies say the main French effort is coming to Perpignan; the count of Novellara’s pay and the Viscount Cicala’s galleys must be paid, because someone is trying to hire Cicala away.
Still open
One clause, about one sign in fifteen fixed by sense, the guessed name “Novellara”, and a check against the Estense scans, which the project could not reach.

01 The letter

In the summer of 1542 France declared war on the Emperor. Charles V, at Monzón, wrote to the viceroy of Sicily, Ferrante Gonzaga, who had asked for money for the infantry, the galleys and the fort of La Goleta at Tunis. The answer is that none can be sent: the Emperor’s other kingdoms are as short or worse, and the viceroy must help himself by every means he can. The letter has a clear heading, a clear opening and clear links, with long stretches in cipher between them.

02 The key and its test

A base sign stands for a consonant and a small digit above it for the vowel, in two digit ranges that both run a, e, i, o, u; a sign with no digit is a single letter, and one more sign marks a doubled or palatal consonant, as in señaladamente and Perpiñan. The contributor’s solver reaches the same key from six starts and scores it −2.21 per letter under a Spanish model against −3.33 for shuffled signs; a key fitted on one half of the cipher agrees with the full key on 89.7% of the tokens of the other half, though each half has only about 350.

Checks made here, with the scans out of reach: the table reproduces his decryption on 95.1% of the letters, the rest being the rare signs he fixed by sense; and a list of about 85 common Spanish words covers 0.605 of the decrypted letters against 0.296 at most for any of 300 tables with the same signs and shuffled output letters. The control is weaker than for a free substitution, because the vowels stay in place. A Spanish language model could not be built from this environment, so the project’s n-gram validation is not applicable.

03 The reading

247 words of the letter are in cipher; 14 are holes, 11 marked doubtful or supplied and three occurrences of caber read haver by sense, so 94.3% read, a little under the 95% that would make it a full reading. In English: “From the spies and other reports that we have, it is understood, as you were [written] last, that the main effort of the French [is coming] to the frontier of Perpignan, and they also threatened on the side of Navarre.” The cipher passages join the clear text around them: after “you give us a particular account” comes “of the patrimony and its state, of the needs of that kingdom … the infantry, the galleys and La Goleta”. The Spanish and English texts are under Full texts.

Charles V to Ferrante Gonzaga, Monzón, 11 August 1542 (Estense, Lettera K, sfasc. IV, cc. 109-110) read in part

The Emperor tells his viceroy of Sicily that the island cannot pay for its infantry, its galleys and La Goleta without help and that none can come from his other kingdoms; that La Goleta must be provided for because of the Turkish fleet; that the spies report the main French effort coming to the frontier of Perpignan, with a threat to Navarre; and that the count of Novellara's pay and the Viscount Cicala's galleys must be paid.

Builds coherent sentences, but under the read bar of 95% of words read as sense (94% here); the holes are marked in the reading.

This follows the Spanish reading, with the same holes.

**Bold** text is cipher, and plain text is clear in the letter. A word in `[?word]` is doubtful, and `[...]` is a stretch I cannot read.

The King

Illustrious Prince, cousin, our Viceroy and Captain General. After writing to you on the 13th of last month, we received your letter of 20 June, in which you give us a particular account **of the patrimony and its state, of the needs of that kingdom, and of the great burdens there beyond the ordinary, especially in the upkeep of the infantry, the galleys and La Goleta**, declaring to us that **they cannot be sustained without relief from elsewhere**.

All of which we have seen and understood, and in reporting it in such detail you show well the care you take of our service and of the good of that kingdom. And we would truly wish **to have the means to relieve and provide for the needs [?there], as we know them. But those of our other kingdoms are of the same kind or greater. And it is necessary that, however it can be had, the things needed for the defence, preservation and security of that kingdom be met, and above all, among the other things, La Goleta, the galleys and the upkeep of that infantry, which is so necessary, as you know**. We ask and charge you as much as we can that, as you have done until now, you offer yourself to it, helping yourself with **all the means and expedients with which you can help yourself [?there] [...]** and whatever else occurs to you and seems possible, assuming that it is necessary and that the said things cannot be left undone, **and that no help can be had at present from elsewhere, because of the needs there are everywhere**.

And in particular we charge you strongly with the provision **of La Goleta, in view of the Turk's fleet**, that you take very great care of it and provide all that **the security of that [?stronghold] may need**, as you know how much it matters.

What you sent to communicate to the Viceroy of Naples through the Gallego needs no comment, except that it was all very well thought out, given what was understood at the time. Since then you will have learned what has followed, and from the Gallego what the Viceroy answered him. And we are confident that, as things turn out, each will do what he can for his part; as you have been written, **he will help where the greatest need may arise**.

As for the fortifications of the strongholds and important towns of that kingdom, since we have left it to you to do whatever seems fit for its security, we have nothing to add. We only charge you, putting it in the best order that can be, to see that it costs our [?treasury] as little as the case allows.

**From the spies and other reports that we have, it is understood, as you were [?written] last, that the main effort of the French [?is coming] to the frontier of Perpignan**, and they were also **threatening on the side of Nava[rre]**. To make the defence on both sides, the necessary provisions are being made, and you will be told what happens.

The pay of the Count **and the pay of the salary of the Count of [?Novellara]** we charge you with again, **for the reasons that [...]**, and that there be no failure in any way in fulfilling it.

We also commend to you strongly the payment of what is owed to the Viscount Cicala for the pay of his galleys, and there is all the more cause for it **because it is understood that he is being solicited to take another contract, which we would not want to come about for lack of his being paid what he is owed**.
