At a glanceExisting decipherment · complete
- The letter
- Alvise Mocenigo, Venetian ambassador at Madrid, to the Doge, 26 October 1628; the clear text names Spinola, La Rochelle and Monterrey.
- Where
- ASVe Busta 30 f. 174; DECODE R1874, 16 images: the despatch, a clerk’s decipherment, a second enciphered copy, and the address leaf.
- The cipher
- A syllabic nomenclator: groups of 5 or 6, an optional 1–4, then two digits, about two letters of plaintext per group.
- How it was read
- From the chancery’s own decipherment (images 8955–8959), checked against the cipher by paragraph mark 6499 and the thrice-repeated run for “conte di Olivares”.
- What it says
- The Calendar of State Papers, Venice, vol. 21, no. 515, covers it: Cottington’s journey dropped after Buckingham’s death, and Rubens negotiating a truce with the Dutch.
- Still open
- The key was not rebuilt. Ciphertext-only annealing and alignment gave nothing; it needs a group-exact transcription and more anchors.
01 The record
- 8951–8954: the despatch, addressed “Ser:mo Principe”. Clear news paragraphs (the Nuncio Monti, the Marquis of Vigliena, Spinola, a rumour that Monterrey had died at Genoa) alternate with long cipher paragraphs marked 8 and ‡ in the margin.
- 8955–8959: the decipherment, in another hand. It gives the whole letter in clear, clear passages included, with the ciphered paragraphs numbered 6, 7, 8 and 9.
- 8960–8964: a second copy, enciphered with different groups (1,405 against 840 for the same text), dated “Madrid li 26 Ott:re 1628”. DECODE’s transcription gives the year as 1606.
- 8965: address leaf, numbered 74. 8966: a deciphered page of Mocenigo’s despatch of 29 October 1628, CSP Venice 21 no. 520 (long consultations on English and Dutch trade, a licence said to have been got by a Jesuit for some 100,000 crowns).
The DECODE images are not in the public domain and may be published only with the archive’s permission, so none are reproduced here.
02 The cipher
The groups are numbers written as clusters. The looped sign that looks like b is the period’s 6, and the s-like sign is a 5, which DECODE’s transcription renders as “13” or “21”. Every group has the form 5 or 6, then an optional 1–4, then two digits. After the first digit only 0, 1, 2, 3, 4, 7, 8 and 9 occur. The two copies have about 2,245 groups of 355 kinds. The group 6499 marks the edges of the numbered paragraphs. Each group stands for about two letters of plaintext: paragraph 6 (“Et già si è publicato… di ogni gran Casa di Spagna”) has 386 groups for about 760 letters, and paragraph 7 (“Continuo io… in alcun tempo”) has 245 for about 445. That makes it a syllabic cipher or nomenclator, not a simple homophonic alphabet.
Recovering the key from the ciphertext alone failed. Letter-by-letter homophonic annealing against a Renaissance Italian model gave gibberish, although the same solver decrypts a synthetic Italian homophonic cipher of the same size without error. Treating whole prefix classes as nulls did not help either. A monotone alignment of the groups against the decipherment, seeded with the Olivares runs, settled into even two-letter splits and gave no usable values. Rebuilding the key would need a fresh, group-exact transcription and more anchors.
03 The decipherment
The two ciphered paragraphs checked against the cipher, from the decipherment (8955–8956):
That is: it is given out that the King will go on campaign. Spinola holds to his first position, that the King must either accept the truce with the Dutch or give him ready and sufficient funds for the campaign. Olivares has tried fair words and harsher means to send him back to Flanders, and has failed. Spinola is also harried over his accounts, and grieved that he married his daughter to Diego Mesía, whom Olivares keeps in favour while holding back the grandeeship. Paragraph 7 reports Mocenigo’s recruiting of officers left unpaid by Philip IV, most of them Neapolitans from disbanded tercios, for the service of the Republic. Paragraphs 8 and 9 (8957–8959) cover Savoy’s campaign against Genoa over Oneglia and Ormea, Cottington’s cancelled journey, Rubens, Catalonia and Valencia, and Savoy’s bid for the government of Milan.
Grades: the decipherment is contemporary (H). The transcription above is a first pass from the scans. Two words are doubtful (M): “prime risolutioni” and “terzi reformati”.
04 What remains open
- The key. It is a syllabic nomenclator; “conte di Olivares” = 672 2133 6210 2190 62x9 637 2127 in both copies is the only group run tied to text so far.
- A full transcription of the decipherment pages 8955–8959. DECODE carries only a rough one.
- DECODE R1862 (Busta 27 f. 354, 1628, four pages, “Ser.mo Principe”) is in the same cipher; DECODE places it at Rome, so it may be another Venetian despatch rather than Mocenigo’s. It has not been examined beyond its first page.

Gratie.

The Marquis Spinola, who has stayed until now in the house of the Marquis of Leganés, his son-in-law, has had his own house made ready, in which Monterrey used to live, and it seems to be inhabited with all the circumstances that indicate he must stay a long time at court; and it is already made public that he will even follow the King on his journey, the Most Excellent persisting in his first resolutions: that the King either embrace the truces or else make him prompt, effective and sufficient assignments for the necessary enterprises. [6] The Count of Olivares has wished, with good words and promises, to bring him to resolve to return to Flanders; he has tried it even with some violent terms, but the Marquis has stood constantly by his first intentions, nor could he avoid receiving many vexations. Those over the accounts that are demanded of him continue; and what afflicts him most is to have given his daughter in marriage to Don Diego Messía, who is kept by the Count of Olivares in the post of authority and favour that he had before, though his hope of the title of grandee has diminished, and the daughter is left with a smaller fortune than she could have obtained, without the Count of Olivares's favour, by alliance with any great house of Spain. [7] I continue in my own business with many soldiers of His Majesty, who have offered themselves anew for the service of the Most Serene Republic. Some are officers of much experience, and I respond to them with all the more warmth. Most of them are Neapolitans of the disbanded tercios, and I keep to generalities, this nation being ordinarily wordy and light; and yet it is a certain thing that the King cannot make everyone content, and many with reason see themselves abandoned, and others without satisfaction of their own credits and despairing of ever obtaining it. [9] Also concerning the move of the Lord Duke of Savoy against the Genoese, I am told that it is in concert both with the Spaniards and with the Genoese themselves, because His Highness is thinking of the lands of Oneglia and Ormea, with the other places that remained in the Republic's hands. The Genoese have shown themselves resolved not to return the galley, as I understand, and the artillery; so the Spaniards are seeking to have settled those differences by this other road, without the mediation of the French. [10] Twelve horses have been procured by order of His Majesty, which, with other gifts of perfumes, are being prepared to be sent to Turin as a present to the Lord Duke. [11] To Father Caetano, the Theatine, who has always had the King's coaches at his service and to whom refreshments have continually been sent, a church lately vacant in the Kingdom of Naples is being given, and this will make him a confidant of the Spaniards on every occasion of their service. The nephew of Ventimiglia and the resident ambassador have conceived great hopes of obtaining a large sum of money, requested in His Highness's name on account of his credits with the King for dowry and other things; and indeed it was being considered to provide six hundred thousand scudi for this purpose. It is hardly believed, however, that any payment will follow at the present juncture, because of the King's straits, and because the Spaniards seek always to sustain the Duke with new hopes, knowing well how far they can trust him and how they must conduct themselves with him. When His Majesty is in Barcelona, they say that the princes, and perhaps His Highness himself, will travel there with galleys to kiss his hands. [12] The Duke has had his ambassadors make representations offering to receive the Queen of Hungary in the port of Villafranca on this passage of hers; nor is the best correspondence neglected on any side, as far as can be seen so far. [13] The Genoese's vexations are growing because of the sinister doings, as I understand, of Monterrey and of the Marquis of Castañeda. Commissions have arrived for the ambassadors here, on account of which he has left for the Escorial; nor can they have come by any other way than with the courier sent by the ambassadors of Spain. [14] Secretary Cottington, as I have found out, was to come to these kingdoms by order of the King of England, and his passage was to take place precisely at this time, when the fleet was off the coast of France, from which two or three vessels were to be detached for this purpose to put the minister in a safe place; but this plan has vanished since Buckingham's death, and Don Endymion Porter, who is here, is without any commission and is waiting for new orders to reach him. Rubens continues the negotiations for truces with the Dutch, and, as anyone may be persuaded, the Spaniards will have arranged the negotiation according to circumstances, so as to settle what will be of greatest service to them. [15] The minds of those peoples are growing ever more exasperated, and in the Cortes that the King has to hold, both in Barcelona and in Valencia, it is not unlikely that some trouble may occur, if the Count of Olivares does not abate the vigour and severity with which he handles those affairs. [16] The Lord Duke of Savoy's ministers have, as I am informed, made representations so that the dispatch of the Duke of Feria as Governor of Milan should not be resolved, and it already seems that he is no longer spoken of. From the Duke's confidants I understand that His Excellency does not wish to go to that government without certain promises of the assignments he requests; if the report of Monterrey's death were true, he would claim to be President of the Council of Italy, and in the dearth of men of worth the Duke may advance greatly in authority, although he is not a confidant of the Count of Olivares. Thanks.
