Johan Isaac de Swart to Pieter van Bleiswijk: mediation, the Greek project and the Armed Neutrality

Van Bleiswijk
toVan Bleiswijk

Nationaal Archief, 3.01.25 (archive of P. van Bleiswijk), inv. 610 · DECODE R1036 · nine pages, 1,719 code groups. Sister record: Nationaal Archief 1.01.02 (Staten-Generaal), inv. 7408 · DECODE R1040, 29 November 1787.

DECODE lists no decipherment of either letter and says their codebook “could not be identified”. The 1782 despatch is in the 1765 Croiset codebook for the Russia legation, whose key survives as DECODE R1038. That key, 34 values recovered from context and 41 entries transcribed from the key scans decode 96.7% of the groups. The machine decipherments split words into letters and carried open codes in most lines, and the reading audit of 22 October 2026 classed both letters decoded, not read. On 23 October the corrections and a context pass were applied and the 1782 despatch and the second part of R1040 divided into Dutch words group by group: both now give sentences, with scattered open groups, but under the 95% bar: measured on the words of the readings, the 1782 despatch reads at 91.1% and the second part of R1040 at 88.8%. The first part of R1040 is in a missing code. No earlier decipherment was found.

The letters
Two ciphered letters from Johan Isaac de Swart, the Dutch resident at St Petersburg: a despatch of 8 March 1782 to Grand Pensionary Pieter van Bleiswijk (R1036) and a letter of 29 November 1787 to the States-General (R1040).
Where
Nationaal Archief, 3.01.25 inv. 610 (R1036, nine pages) and 1.01.02 inv. 7408 (R1040). DECODE lists no decipherment and says the codebook “could not be identified”.
The cipher
Three-digit groups for words, syllables and letters. A mark on one digit (strokes, underline, caret, circle) makes a different group, so 340 and 340 underlined are unrelated.
How it was read
R1036 uses the 1765 Croiset codebook for the Russia legation, whose key is DECODE R1038. Parsed with the marks kept it decodes 84.2%; 34 values checked in context and 41 entries transcribed from the scans bring it to 1,663 of 1,719 groups (96.7%).
What it says
The French and Spanish answers to the Austro-Russian mediation, Catherine II’s “Greek project” for the young Grand Duke Constantine, and Prussia’s accession to the Armed Neutrality.
Still open
The 1787 letter changes codebook part-way (as Karl de Leeuw noted in 2000). Its second part decodes with the same 1765 key; the first 1,928 groups use a missing codebook and stay open.

01 The documents and the key

R1036 has nine scans. Two leaves are duplicate copies of the same passages (images 5419/5421 and 5420/5422). DECODE’s transcriptions of each pair agree at 96.7% and 99.6%, and they were merged, keeping the group that exists in the key where they differ. After merging, the despatch has 1,719 groups and 596 distinct ones.

Opening of de Swart's despatch of 8 March 1782: a clear salutation followed by rows of three-digit groups, several with strokes, carets or circles over one digit
R1036, first page: the clear salutation, then the code, beginning 15, 452, 730, 833 = waar bij ingesloten. Image: Nationaal Archief, The Hague, 3.01.25 inv. 610, first page, via DECODE R1036.

The key is the codebook that Croiset prepared in 1765 for the Russia legation (DECODE R1038). Its values are words, syllables and single letters, so many words are built from pieces: Spa·nje, Dene·mar·ken, Enge·land. DECODE’s authenticated transcription of the key is partial, which is why about a sixth of the groups have no value on the first pass. The marks are part of each group. If they are dropped and the groups reduced to their three digits, unrelated entries collide and the decoding fails.

02 What the despatch says

The reading of 23 October 2026 (R1036_reading.md): the decode, with the corrections of 30 September and the context values, divided into words group by group, in the spelling the code gives (antwoort, ontfangen, reekent). [?word] is partly carried, [word] supplied, […] unread, and a bracketed number is a group with no value. The opening:

Hoog Edele Gestrenge Heer!

(“I respectfully refer to my humble last letters to Your Honour of the 26th ultimo and the 1st of this month, in which were enclosed the answers of the courts of France and Spain to the proposal which the two warring courts had sent them following the known preliminary proposal, the courier whom the Austrian minister received from his court on Sunday …”)

The despatch covers three matters:

  1. The mediation. The French and Spanish answers are unwelcome to Russia. England insists on keeping the American colonies in some form, and Spain will not negotiate while the question of Gibraltar, or an equivalent for it, is unsettled. There is doubt whether the Emperor is dealing honestly with Russia (of nu den Keizer in dezen met haar oprecht handelt) or only means to amuse her.
  2. The Greek project. The Empress has not abandoned her project. For some time the young Grand Duke Constantine has been in the hands of a Greek woman and is being taught Greek, and she has lately sent orders for twelve Greek boys to be procured. She keeps silent about the project even towards her confidants, but de Swart does not conclude that she has dropped it.
  3. The Armed Neutrality. Prussia is acceding. The Vice-Chancellor has spoken with the Swedish and Danish ministers about the accession act. The Empress wants it signed pure et simpliciter, without the secret articles, and asks for a firm and unalterable law for the rights of neutrals. The despatch also discusses the Prussian minister’s report to Berlin and the King’s reply on the fourth and sixth articles.

(“Whether the Emperor is dealing honestly with her in this, [?or] whether he only seeks to amuse her and keep her on his line, as many suppose with [738], cannot well be discovered for certain; but it is certain that she is so far very [592] disposed towards the Emperor, and that for the [?furtherance] of this favourite project of hers she counts and relies much on His Majesty. And as proof that she has by no means [?abandoned] the project: besides having for a considerable time placed the young Grand Duke Constantine in the hands of [a] Greek woman … and having him [?taught] the Greek language, further a Greek [?education] [553], she has also lately sent orders to [644^_] Rumanzow to procure twelve Greek boys …”)

This passage needed corrections to the key and to the transcription of the despatch, checked on the scans on 30 September; they were applied to the decoder on 23 October 2026. In the codebook the word stands to the left of its code, so 54 with two strokes is alhoewel, 314 with two strokes behalven and 941 underlined observeeren; the words to their right belong to the next column. 47 underlined is k, not l, which also gives Denemarken wherever the machine text has Denemarlen. The mark that DECODE’s transcription puts before 380 and 303 is a dash after the group before them, so they stand for van and die. The group after jong is 191, ens, written above the line with a caret. The group given as [dan] is 601 with a bar, komen; elsewhere the writer spells dan as 601 and 368 with two strokes, so the bar is probably a slip. In the codebook 644 underlined begins Veld Ma…, the rest lost in the shadow of the binding, and 339 underlined is faint; the officer is probably Field Marshal P. A. Rumyantsev, which has not been checked. The first line of the next page is cut off in the photograph, so the end of the Greek sentence is lost.

Three more groups were decoded from their place in the codebook on 30 September 2026. 738 stands between 736 graaf and 739 Gu…; its word begins gro…, and met grond veronderstellen, “to suppose with reason”, is the idiom (M). 299 stands between 298 fau… and 300 femme, with a faint F…ri…; favoriet gives “this favourite project of hers”, the usual name for Catherine’s Greek project (I; Februari, also possible from the scan, gives no sense). 231 with a circle stands between 230 verdedig… and 232 vereenigen, with verd… legible; verder, “further”, fits the list of things done for the Grand Duke (I). Still open: 77 with a circle, which the codebook spells Stans or Stanz (between 75 Staat and 78 Ster…) and which does not yet give a word before diep stilzwijgen, and the line lost at the top of image 5417.

The full token-by-token decoding is targets/deswart1782/R1036_machine_decipherment.txt, with every group beside its value in R1036_tokens.tsv. The reading of the whole despatch, with its English translation, is R1036_reading.md and R1036_en.md; DECODE’s constant misreadings in its transcription of the key (hot = hof, chi = che) are listed in R1038_key_misreadings.tsv.

03 Method: values recovered from context

The key as transcribed decodes 1,448 groups. The rest were filled only where a value fits every occurrence of the group in the letter. Examples:

Each inferred value is labelled “contextual inference” in R1038_key_parsed.tsv, apart from the entries transcribed from the manuscript key. decode_1765.py regenerates everything.

04 The letter of 1787 (R1040), second part: the same 1765 key

Karl de Leeuw noted that the letter of 29 November 1787 is coded, “presumably by accident”, with two codebooks, so this page treats it as two parts, one per key. The change comes at group 180 of image 5459, where the 1765 key begins to give dit alles. The segment runs to the end of image 5473 (5,625 groups); image 5474, with its own marks and nonsense under the 1765 key, belongs to the first, missing code (23 October 2026). A context pass on 23 October fixed 28 values, each fitting every occurrence in R1040 and R1036 (34 underlined in, w+78 Weenen, 922 Hertog, 617 courier), and the segment was divided into Dutch words (R1040_part2_reading.md, with English); the French quotations in it are deciphered only in part, and the segment builds coherent sentences but reads at 88.8%, under the 95% bar. The text reports signs of an alliance with France, close attention to it from the Prussian and British representatives, news from Berlin, Kaunitz and the Bavarian exchange, and the likely positions of the four powers:

Dit alles, [?gepaard] met veele andere omstandigheden, schynen als indicien te zyn welke de hiervoor [?gedetailleerde] [917^^] wegens een effectief, zo niet reeds [?gesloten], ten minsten op het [?tapyt] zynde allientie tusschen de oorlogende hof en Vrankryk zeer [?waarschynlyk] maaken.

(“All this, [?coupled] with many other circumstances, seems to be indications which make very [?probable] the [?above-detailed] [917^^] about an effective, if not already [?concluded], at least [?pending] alliance between the warring court and France.”)

05 The letter of 1787 (R1040), first part: a missing code, not solved

The first 2,259 groups (images 5453–5458, the first 179 groups of image 5459, and image 5474) are in a different codebook, probably the one used under Rechteren, the code of Rechteren’s letter of 1785. It does not survive online, though the Rechteren cipher filed as Nationaal Archief inventory 158 may be it. Three plain/cipher pairs from the same legation (R2032, R2051 and R2052, from 1784 and 1786) were aligned against it. Transfers from them cover only 2–3% of the segment and give no connected prose, so no decoding of it is claimed.

R1036, de Swart to van Bleiswijk, 8 Mar 1782 read in part

Johan Isaac de Swart, Dutch resident at St Petersburg, reports to the Grand Pensionary Pieter van Bleiswijk on the French and Spanish answers to the Austro-Russian mediation proposal, Catherine II's Greek project (Grand Duke Constantine taught Greek and given Greek attendants), and Prussia's accession to the Armed Neutrality. Token-level decipherment with the 1765 Croiset key (R1038); 56 groups unread, listed in R1036_unknowns.txt.

Builds coherent sentences, but under the read bar of 95% of words read as sense (91% here); the holes are marked in the reading.

afwagten.

Majesteit dien aangeende [?iets] konde of wilde

St Petersburg 8 maart 1782.

## Notes

- The line at the top of image 5417 is cut off in the photograph (between "en het" and "te maaken").
- "geabandonneerd" has a superfluous group 389 (eere) inside it; "confidenten" is 528^" + 601 d + 264 ent + 86 en.
- 1251 = 601 with the barred 6 (komen); the sense needs "dan" (601 368^" elsewhere): [?dan].
- Token ranges in the source: paragraphs follow `R1036_tokens.tsv` in order (1-80, 81-238, 239-466, 467-692, 693-797,
798-1124, 1125-1440, 1441-1628, 1629-1719). The last paragraph does not join the previous one; the Greek boys'
"speeljongens" there may belong to the lost line.
- An NB in the lower left margin of the last page is cut off at the edge of the photograph and is not read.

## Translation

High Noble Honourable Sir! I respectfully refer to my humble last letters to Your Honour of the 26th ultimo and the
1st of this month, in which were enclosed the answers of the courts of France and Spain to the proposal which the two
warring courts had sent them following the known preliminary proposal, the courier whom the Austrian minister
received from his court on Sunday, and of which, in mine to the Heer [590] [797] [?made], it is supposed that [29^^]
brought the despatch.

Concerning both the known answers and that of England on the same subject, [228^_] just as little as at first both leaves
any means by which the aforesaid warring courts could give their [?mediation] any further effect with [?hope] of
success. The court of England still persisting in some way [...] the American [?colonies] [...] assured that they are
still [?flirting] with the Roman [Emperor] [...]. It is even said that for a considerable time both have been very
[?busy] exchanging and sending over plans and projects.

Whether the Emperor is dealing honestly with her in this, [?or] whether he only seeks to amuse her and keep her on his
line, as many suppose with [738], cannot well be discovered for certain; but it is certain that she is so far very
[592] disposed towards the Emperor, and that for the [?furtherance] of this favourite project of hers she counts and
relies much on His Majesty. And as proof that she has by no means [?abandoned] the project: besides having for a
considerable time placed the young Grand Duke Constantine in the hands of [a] Greek woman, as [I] have already had the
honour to report to Your Honour in one of my previous letters, and having him [?taught] the Greek language, further a
Greek [?education] [553], she has also lately sent orders to [644^_] Rumanzow to procure twelve Greek boys, and
to make the [...].

People here have been satisfied with this answer, and accordingly the Russian ministers at [?Stockholm] and
Copenhagen have been instructed to support and second these dealings of [?Prussia] there in every possible way.
Besides this, the Vice-Chancellor, on the Empress's orders, also [?spoke] about it [?last] Wednesday with the
ministers of Sweden and Denmark residing here, to the [?end] that [?they] should commend the matter [485] to their
courts, representing Her Imperial Majesty's [?wish] and [239^o]: that, in order to make the principle of the maritime act
[718] and so to fix it for the future as a firm and unchangeable law and [?rule] for the rights of the neutrals, the
accession of His Prussian Majesty, on the footing he himself proposed and in which the Empress found not the least
objection, be accepted by both courts and [?concluded] with [85^_] His Majesty. The success of this must now be
awaited.

Although things have for some [time] been entirely quiet about the known Greek project, and the Empress has kept
[77^o] deep [?silence] about it towards her [?confidants], one cannot [?conclude] from this that she has wholly
dropped it; rather, her reserve on this subject seems to have been caused by the untimely [792] which about it here as
elsewhere [583444] begun to [477^_], and which they mean thus to want to [...].

Purely and simply [...] the act concluded by it with this court, without adding the secret articles, Her Imperial
Majesty would not be [?averse] but ready to use her offices with those courts, to the end of [?disposing] and
[?engaging] them to it. The Prussian minister having reported this answer to his court, the King was satisfied with
it, and accordingly sent both ministers [614^"] of the answer that he would give to the known answer of Sweden and
Denmark, so that they could communicate it to this court and ask its support for it. In this answer the King proposes
and [361^_]s the aforesaid two courts once more to [271^"] the act concluded with this court purely and simply,
adding that, as to the difficulty raised by Sweden and Denmark about the closer definition of the aid detailed in the
[?fourth] article of their act, His Imperial Majesty was of the opinion that the [723] [...] that such aid was
required, the fifth and [?sixth] articles of their act with this court determined it sufficiently, without [...] of
May of last [?year] [...] this court had concluded for the maintenance of the freedom of commerce of the neutrals.

And the satisfaction His Majesty felt at that answer, the Vice-Chancellor made known a few days [?later] to the
Prussian minister in the Empress's name in reply: that she was very [?sensible] [874] of the trust the King his [497^_]
placed in her; that although she [414^_] regard to the work of the known accession with Sweden and Denmark felt the
same satisfaction as His Prussian Majesty, she [?nevertheless] could or would not in this [950] her high allies, and
therefore also left it to His Majesty's [?discretion] to do or leave in this what he judged [?most] [?suitable] to their interest and
convenient; that she was well convinced of the use and [658] that would accrue to the common cause if the work of the
known accession between His Imperial Majesty and Sweden and Denmark were effected and arranged in one way or another;
but that, as [583] to Sweden and Denmark, just as little as to His Royal Highness [...] Majesty she could or would
prescribe [?anything] about it, that nevertheless [...] His Prussian Majesty [?however] the accession with the
aforesaid courts of Denmark and [...] in the [718] peace negotiation to admit, or to treat with them otherwise than
with their subject, without the intervention of any other powers, not even of the mediator.

In this state of affairs, since the courts of France and Spain are also [374] and unchangeably [963^"] not to enter
into any peace negotiation so long as no [?satisfaction] is given them on the point of the [?colonies], and England does
not explain itself [?positively] and clearly about Spain's demand concerning the [511^"] of Gibraltar or an equivalent
for it, I do not see that the despatch of the aforesaid [?Austrian] courier, so far as it concerns this matter, can have
any other bearing than on a proposal which they may perhaps want to make to the warring powers of France, Spain and
England, back and forth, on the known answers received, with some exhortations and proposals, perhaps by way of
discharge, only to keep the work going.

On the proposal which the minister of [?Prussia] made here according to my missive of the [...] January, on the answer
which Sweden and Denmark had made to the proposal which His Imperial Majesty had made to both courts, on the act which
to send, to be [?placed] with the aforesaid young Grand Duke as playmates or so-called [?menins].

I have the honour to be with the most dutiful zeal and respect, High Noble Honourable Sir, Your Honour's most humble
and obedient servant J. I. de Swart. St Petersburg, 8 March 1782.

R1040, de Swart, 29 Nov 1787 (second part, 1765 key) read in part

De Swart's despatch of 29 November 1787, coded with two codebooks. The 1765-key segment (image 5459 from group 180 to image 5473, 5,625 groups) reports evidence of an Austrian-French alliance, the attention of the Prussian and British representatives at St Petersburg, Kaunitz, the Bavarian exchange and the Duke of Zweibruecken, the German League, the fleet and the Turkish war. The first 1,928 groups and image 5474 (331 groups, 2,259 in all) use a missing Rechteren-family code and are not deciphered.

Builds coherent sentences, but under the read bar of 95% of words read as sense (89% here); the holes are marked in the reading.
