- The document
- A letter of the Hereditary Prince Willem Frederik in Berlin, DECODE R2239, to Prince Frederik; catalogue item 218 groups it with R2236, both listed as not decrypted.
- Where
- DECODE R2239 (769 groups), with R2237 in the same file marked decrypted; DECODE calls the system a book cipher.
- The cipher
- Each number names an entry in a list of about 250 words and phrases; a group takes the whole entry, chosen letters of it, or the entry cut at the front or back.
- How it was read
- About 110 entries came out of R2237, whose pages hold ciphered observations beside their decipherment; with a few inferred names they decrypt 70% of R2239. The body was then found printed in Colenbrander’s Gedenkstukken no. 752 and, aligned as a crib, fixed the rest.
- What it says
- The decrypted text includes the opening paragraph that Colenbrander left out.
- Still open
- Entry 244, used once. R2236, in Dutch with numbers up to 2835, uses another list and is not decrypted.

01 The three records
R2237 (7 pages, DECODE “Decrypted”) is a covering letter in clear about Reede’s project for the reunion of the seventeen provinces and “les deux observations chiffrées”, followed by the decipherment (pp. 2–4) and the two ciphered observations (pp. 5–7), which mix clear words with number groups. R2239 (3 pages, headed “Berlin 12. Mars 1796”; page order P2, P3, P1) is written the same way. R2236, in the same file, holds two Dutch copies (“No 1”, “No 2”) with numbers up to about 390 and a page with numbers up to 2835, in another list; it has its own page.

02 The system
A group refers to one entry of a numbered list:
- N underlined: the whole entry (58 = cour, 53 = Vienne, 162 = Elgin).
- N,p,q,…: letters p, q, … of the entry, in that order (12 = certain: 12,1,3,2,4 = cret).
- k/N (small number at the top left): the entry without its first k letters (127 = attachement: 4/127 = chement).
- N(k (small number at the top right): the entry without its last k letters (24 = quelque: 24(3 = quel).
Marks combine (84 = excellence: 2/84(3 = celle). Large parts of the list run alphabetically (10 Angleterre, 11 Berlin, 12 certain, 13 difficile, 14 engager, 15 France … 22 Orange, 23 Prusse, 24 quelque); above 100 it holds common words and phrases (102 le cabinet, 107 le roi, 132 je compte, 133 on dit). The same word can be spelled from many entries, so one plaintext has many encipherments.
03 The decrypted text
The first paragraph is not in Colenbrander’s edition; it is decrypted here with the completed word list:
The conference I announced as due to take place on the 8th between Haugwitz and Elgin was indeed held, and Lord Elgin has already told me its outcome, of which I [shall] give account, while Count Haugwitz told me the day before yesterday at the King’s ball that he would come to me one of these days to speak to me about it.
The rest of the letter agrees with the print, with small differences (the cipher has “sur cela” where the print has “à cette demande”, and “avoit” for “jouissait de”):
The full text is in r2239_reading.txt in the repository. Prussia would sound out France on restoring the Stadholderate; Britain wanted Prussian arms behind it and would not promise the Dutch colonies in advance; the Prince meant to push Haugwitz to try anyway.
04 Method
R2237’s cipher groups were aligned by hand with the clerk’s decipherment, group by group, and each group turned into constraints on its entry (a letter at a position, or a length). A small script (wordtable.py) holds the constraints, reports conflicts and decodes any group file. The rules were worked out from the first lines (90 = même gives 2/90 = me and 1/90 = eme). An attempt to let a search split the plaintext among the groups failed, because a whole-word group can absorb any string; the alignment was done by hand. R2239 was transcribed from the DECODE photographs into the same notation. The R2237 entries decoded 59% of its groups, and context inference 70%. Colenbrander’s volume II was then searched on the Huygens Institute site. Its no. 752 matches R2239 from the second sentence on, and aligning it fixed the entries that only R2239 uses (208 défavorables, 209 désireroient, 219 instructions, 115 abondance, 202 avantageux, 79 cabale…). Those entries decrypt the unprinted opening.
05 What remains uncertain
- “dont je [vais] rendre compte”: entry 244 occurs only here, as 244(5; the word is a guess (I).
- The rest of the opening is graded H: every group decodes, and the entries used there are confirmed by other occurrences.
- The body is H where cipher and print agree. A few groups in the transcription decode wrongly because a mark was misread (e.g. the entry 87 groups where the print has “les”); the print settles those words.
- Addressee: DECODE gives William V (the letter is in his papers); Colenbrander prints the text as to Prince Frederik. The phrase “les intentions de mon père” fits a letter to the brother.
- The line at the foot of R2237 p. 7 after “la proposition” is not decrypted.

R2239, the Hereditary Prince, Berlin, 12 Mar 1796
The Hereditary Prince (later King William I), in Berlin, reports the conference between Haugwitz and Lord Elgin on a Prussian démarche in France for the Orange restoration and the Dutch colonies. The body is printed in Colenbrander, Gedenkstukken II no. 752 (as to Prince Frederik), which was used as a crib after 70% was read without it; the opening paragraph, which Colenbrander omits, is read from the cipher alone.

DECODE R2239 — the Hereditary Prince to Prince Frederik (filed with William V's papers), Berlin, 12 March 1796. Reading of 21 Sept 2026. Paragraph 1 (to "sur cet objet") is not in print: read from the cipher alone. From "Et il a fait à Elgin" on, the cipher reading agrees with Colenbrander, Gedenkstukken II no. 752 (pp. 910-911), which was used as a crib; wording is the cipher's where the two differ (noted in brackets). [?] = entry 244, occurring once, not fixed. Berlin 12. Mars 1796.

# DECODE R2239: the Hereditary Prince to Prince Frederik, Berlin, 12 March 1796: English translation Translation (Claude Opus 5.5, 23 Oct 2026) of `r2239_reading.txt`, the reading of the cipher (word-list code rebuilt from R2237). Paragraph 1 is read from the cipher alone; from "And he made to Elgin" on, the reading agrees with Colenbrander, Gedenkstukken II no. 752, which served as a crib. Same marks: `[?word]` a doubtful word (entry 244), `[word]` a word or letters the cipher supplies where the print differs; the print's variants are left out here. ## Translation Berlin, 12 March 1796. The conference which I announced as due to take place on the eighth between Haugwitz and Elgin was indeed held, and Lord Elgin has already told me its result, of which I [?shall] give an account; while Count Haugwitz told me the day before yesterday at the King's ball that he would come to me one of these days to speak to me on this subject. And he made to Elgin the communication of the idea we had agreed on together, of making an approach to France to induce that power to consent to restore affairs in the Republic on the old footing, adding that, given the degree of influence he thought he had in Paris, he hoped that such a proposal would not be fruitless; but that, as the first question he expected on the part of France would be whether in that case England would give back the colonies to the Republic, he wished to have assurances beforehand so as to be able to handle this affair all the better in France. Lord Elgin told him he was not in a position to answer him [direct]ly on that, and that, before seeking new instructions in this respect, he wished to know whether, in case an overture made by the King in Paris were fruitless, the King would support it by arms; that he believed he ought to ask this, because it is in the spirit of his instructions, since in England it is not supposed possible to obtain anything unless one supports one's demand by arms, and that in this respect at least a demonstration [would be] necessary, for which, according to his latest orders, he could give assurance that the expenses would be amply repaid to Prussia; that, for the rest, if the King did indeed have an influence preponderant enough in Paris to be able to bring about there, by simple negotiation, the restoration of the affairs of Holland, the prior assurance of the restitution of the colonies was superfluous, and that it would be time to ask for it in England after France had declared itself. Haugwitz replied that the aim was solely to open a negotiation without having recourse to the way of arms, since in present circumstances the King could in no case take up arms for the restoration of affairs [in Holland]; whereupon Elgin declared he could not ask for orders contrary to the spirit of his latest instructions, but he nevertheless recommended Haugwitz to make approaches in France in our favour, England's principal aim being the restoration of the Republic; and if that power differed in opinion from Prussia on the manner in which this could be brought about, it would be no less satisfied in case the King achieved it by the way he proposed to follow. I agreed with My Lord Elgin that, when Haugwitz speaks to me on this matter and gives me an account of his conversation with him, I shall try to engage him to make an approach in France without having the assurance he wishes to have concerning our colonies, since it could never do harm, and if it bore any fruit the benefit would be considerable; in which I flatter myself that I meet my father's intentions, it being further to be remarked that, if the first step is taken, it is perhaps possible to bring about the second.
