- The letter
- Frederick II to his London resident Louis Michell, Berlin, 28 December 1751: a secret order to find out whether London knew of an Austro-Russian plan to make Prince Charles of Lorraine the next King of Poland, and to report to the King alone.
- Where
- Koninklijk Huisarchief, The Hague, Prins Willem V inv. 198; DECODE R1957, listed with no decipherment. A second letter of that day, R1955, is the ministerial one.
- The cipher
- A Prussian nomenclator of numbers: 550 groups for 438 words of print. R1955 uses a different code, the one of Michell’s own reports to the King.
- How it was read
- The clear opening is word for word no. 5263 in vol. 8 of the Politische Correspondenz Friedrichs des Grossen (1882). Repeated groups fall where the print’s repeated words do: 1064 is Vienne at all four places, 4310 Sardaigne at all three.
- What it says
- The King accepts that Sardinia will join the Austro-Spanish treaty at Madrid and suspects Vienna’s Italian neutrality clears the ground for the Polish plan.
- Still open
- The cabinet code is rebuilt for 179 values; R1955 is deciphered in part, 95 of 360 groups (26.4%), and is not in print. The extended key has not been tested on a held-out letter.
- Credit
- The cabinet key and the partial R1955 reading are the work of WAINUT, with Claude Opus 5.5, 11–12 October 2026 (pull request #29).
01 The letter and its copy
Louis Michell was the Prussian secretary of legation in London, in charge of the mission there. The King wrote to him through two channels. One was the departement des affaires étrangères under Podewils, with ministerial rescripts. The other was the Immediaterlass, the King writing directly. Both went by post through the Dutch Republic, where the Stadtholder’s cabinet opened and copied them. The copies of both 28 December letters survive among the papers of William V (inv. 198), and DECODE catalogued them as R1955 and R1957.
R1957 is two pages. The heading Au Sr Michel à Londres and the opening clause are in clear, then 550 numbers separated by points, then A Berlin ce 28 décembre 1751 and (signé) Féderic. The copyist underlined a few groups with one to three strokes and wrote two corrections above the line. DECODE shows the two pages in reverse order: its P2 is the first page.

02 Why it is Politische Correspondenz no. 5263
Volume 8 of the Politische Correspondenz prints several letters of the King dated Berlin, 28 December 1751. No. 5263, “Au secrétaire Michell à Londres”, begins “J’ai reçu votre dépêche du 14 de ce mois”, the clear opening of the Hague copy. The other Hague letter of that day opens “Toutes vos dépêches m’ont été bien rendues et la dernière est du 14e de ce mois” and uses a different code, with half-groups such as 150½ and 660½. That is the letter DECODE’s note calls “a letter of the same date with different length”.
After the opening, the print has 438 words and the cipher 550 groups, a ratio of 1.26. That is usual for a nomenclator that has code words for common words and names and spells the rest in syllables. The main test is order. For every group that occurs three times or more and every word of the print with the same count, the relative positions were compared (anchors.py). Six pairs line up across every occurrence, with the largest gap at most 4.3 % of the text:
| Group | Word | Occurrences | Largest gap |
|---|---|---|---|
| 87 | encore | 3 | 0.017 |
| 1064 | Vienne | 4 | 0.022 |
| 545 | avec | 3 | 0.024 |
| 4364 | faire | 6 | 0.039 |
| 4310 | Sardaigne | 3 | 0.039 |
| 3042 | dessein (corrected: sur; see §04) | 3 | 0.043 |
Local context agrees. …que le roi de Sardaigne entre comme partie contractante… sits at the start as 16 140 47 169 4310, giving 169 = de (the commonest group, 11 times) and 47 = roi (both corrected by the rebuilt key, §04: 169 is que, 47 probably affaire). 3279 47 recurs twice later, where the print has le roi d’Angleterre. The first two groups, 1555 1550, stand for et suis. A different text would not put these six words in this order at these places.
03 What the letter says
The text below is as printed from the minute. The letter sent may differ in small points of wording.
Frederick agrees that Sardinia will join the Austro-Spanish treaty being negotiated at Madrid. He has learned in secret that Vienna and St Petersburg mean to make Prince Charles of Lorraine the next King of Poland, and he reads Austria’s Italian neutrality as clearing the ground for it. Michell is to find out whether London knows of the plan. The King suspects that Maria Theresa’s new cessions to Sardinia were made on George II’s advice, with Poland as her compensation. Michell is also to judge how long the English ministry’s peaceful course will last if George II lives a few more years. His report is to go to the King alone, not to the department. Last, he is to say whether George II grieved for the Queen of Denmark, who died on 19 December, and whether the Duke of Cumberland’s dangerous illness had troubled him. The order to report to the King alone explains why two letters went to Michell that day. It also shows that the ministerial channel was not the one Frederick trusted with this, though the Dutch copied both.
04 The cabinet key, tested blind
Six more letters from the King to Michell in the same code, of November and December 1751, survive in Dutch copies in the Nationaal Archief (1.10.29, Fagel, inv. 5177). Their minutes are printed as nos. 5169, 5197, 5208, 5227, 5231 and 5253. WAINUT aligned the six with the print and got a key of 72 values, then fixed it by a SHA-256 hash before transcribing R1957. Decoded with that key alone, R1957 gives 168 whole words. Their longest common subsequence with no. 5263 is 123 words. When the same words are shuffled 500 times, the mean is 58.9 and the highest is 65. Twelve other letters to Michell score at shuffle level. We re-ran the test on our own OCR of the print and got 121 against the same 58.9 and 65.
Whether the test was blind rests on WAINUT’s frozen hash, which matches the key file in the pull request. The commits that put the key before the transcription are in their private history, which is not public. With R1957 added, the key has 179 values and gives a value to 381 of R1957’s 548 groups (69.5%). The extended key has not been tested on a letter held out from it.
The key corrects two of our anchors. 3042 is sur, not dessein: dessein is 700, and 700 3042 stands for dessein sur before la Pologne, which is why 3042 matched dessein by position. 169 is que, not de. 1900 is Pologne and 4366 is le. WAINUT’s transcription also showed that ours had read the copyist’s theta-shaped 8 as 0 in 27 groups. These are now corrected in ct.txt.
The ministerial letter of the same day, R1955, is not in the cabinet code (the key gives values to only 2.8–5.6% of its groups). It is in Michell’s envoy code, a different cipher, with its own page.
05 What remains uncertain
- 167 of R1957’s 548 groups have no value in the extended key; most are one-off syllables of spelled words and names. The extended key needs a held-out letter.
- The print follows the minute. Small differences in the letter as sent show only where the extended key gives values.

(A) p1 heading, opening and the cipher of p1 ll.1-5 plus the start of l.6 ("3292, 70"): a slanted cursive hand, groups separated by COMMAS, lines sloping down to the right. (B) from "838." in p1 l.6 to the end of p2: an upright hand, groups separated by full stops (occasional commas/colons, e.g. "111:" p1 l.11, "190 -" p1 l.18). The switch is mid-line in p1 l.6 after "3292, 70 ." (wider gap, darker/upright figures from 838 on). Both use the same theta-shaped 8, so possibly one scribe changing pen/style; not decided.
# NOTE hand A digits: 1 mostly with a crossbar or head flag (looks like 't'/'+': 16, 140, 169, 4310, 102, 3184, 104, 1003, 138, 2125, 184, 1550); 8 = narrow oval with an inner vertical/diagonal stroke (theta form: 858, 2382, 1822, 3184, 86, 538, 894, 5814, 258, 138, 5780, 184) - 0 is a small round 'o' (6203, 2070, 140, 4310); 7 = ')' with a small top hook, running below the baseline (5740, 70, 4074, 5760, 2070, 2207, 5701, 1570), in 47 a '7' with a blob-started top bar; 4 open 'A'/'a'-like; 5 's' with flag; 9 with long tail that loops back UNDER the group (409, 894, 169, 3292) - these loops are 9-tails, not circles round the groups; 6 tall ascender - in '60' (l.2) and '6063' (l.5) the ascender of the 6 loops over and runs down into the following 0 (looks like a 'd'/'∂' ligature), read 60/6063 in both places (6063 also frequent in 098R). No circled groups found in the cursive lines.
# NOTE hand B digits: 8 written both as figure-8 and as the theta form (5814, 284, 587, 184, 1804, 5878, 1298, 6058, 1989, 86, 82, 890, 838, 1468, 5884) - every 8/0 decision checked at 4-6x; 0 small, often raised; 1 plain stroke, often i-dotted (111, 1941, 6129, 1763, 2130), sometimes with a hairline lead-in from lower left (15 and 2139 in p1 l.15); 4 = 'u'/'ɥ'-form or closed 'A'-form (4283, 184 p2 l.9); 7 = top bar starting with a blob + long descender below the baseline (decides 7 vs 2: 712, 6472, 3197); 2 sometimes written '?'-like with a dot below the foot (3125 p1 l.6, 1240 p1 l.11, 3426 p1 l.12 - read 2: flat foot present, no descender); 5 's' with a separate flag tick; 9 closed bowl + long tail.
# NOTE line ends: p1 l.1 '144 —' and l.2 '6047, —' end in a long dash (line filler), not encoded.
# NOTE multiple underlines (counted at 4-6x on contrast-stretched crops): p1 l.3 533 FIVE strokes (possibly 6; last stroke joins the comma); p1 l.5 1760 FOUR strokes under the 60 (last joins the comma); p1 l.9 2102 THREE strokes; p1 l.18 2102 FOUR short strokes stacked below the 0-2 and detached from the group (one longer hooked stroke + three short); p1 l.23 362 THREE strokes; p2 l.7 206 SIX long strokes (the big hatched block below the line); p2 l.9 211 THREE strokes.
# NOTE double underlines: p2 l.2 2298= (under the final 8); p2 l.13 1049= (under 49); p2 l.18 190= (under the final 0).
# NOTE single underlines are mostly under the last 1-3 digits only; recorded on the whole group: p1 4366 (l.5, l.22 under 66), 3186 (l.6, short stroke under 86), 3165 (l.8, under 165), 6154 (l.14, under 54), 3072 (l.14, under 72), 2304 (l.15, under 04), 759 (l.19, under 59); p2 6154 (l.2), 4366 (l.2, l.5), 759 (l.3, l.7), 1215 (l.6 under 5; l.17 under 15), 4013 (l.8, whole group), 390 (l.11, under 0), 880 (l.16, under 80).
# NOTE corrections: p2 l.9: '759' written ABOVE a struck group, with a horizontal line drawn under the 759; the struck group below has two horizontal strokes through it and a further line under it; struck digits 7, 9, ? (3rd digit obscured, possibly 5 - i.e. 795 corrected to 759). p2 l.10 (line end): '5760' written ABOVE a struck group that is cancelled by one long horizontal stroke plus 3-4 diagonal hatching strokes; struck digits 5, 7, then two obscured digits that look like 6 and 0 (the same group 5760 rewritten legibly above?).
# NOTE overwritten/retraced digits (encoded as read, reading not in doubt unless '?'): p1 l.9 3081 (8 blotted); p1 l.9 1941 (final 1 thick, i-dotted); p1 l.15 2139 (3 heavily retraced over another digit; long foot under the 1); p1 l.16 2249 (heavy 4 written over a 3: 2239 corrected to 2249; 2249 recurs in l.17); p1 l.19 538 (8 heavy); p1 l.24 894 (9 retraced), 26 (6 heavy); p2 l.1 3243 (4 with an extra upward stroke); p2 l.4 2464 (2nd digit 4 filled/heavy); p2 l.8 2373 (1st digit 2 heavily retraced, a small dash before it); p2 l.10 1206 (6 retraced); p2 l.13 1326 (3 heavily retraced over another digit), 57 (7 very large, doubled downstroke); p2 l.14 4284 (1st 4 heavy); p2 l.16 2599 (2nd digit blotted: 5 with a 9-like filled loop; 2599 recurs p1 l.15, p2 l.1, l.19), 258 (2 heavy); p2 l.17 1812 (final 2 heavy).
# NOTE p1 l.4 15?5: 3rd digit = a vertical stroke ending ON the baseline, joined at the top to the long flag of the preceding 5 - either a 1 (1515, frequent: p1 l.9, p2 l.11, l.15) whose head is the 5's flag, or a 7 (1575; but hand A's 7 normally descends below the line).
# NOTE p1 l.4 1003: last digit a single-lobed 'ↄ' on the baseline with a leftward foot - read 3 (hand A's 7 is taller and descends).
# NOTE p1 l.5 578?: 4th digit is a heavily blotted filled oval with a cap/flag at upper right; probably 0 (5780), 8 or 5 not excluded.
# NOTE p1 l.13 1?5: 2nd digit a heavy filled oval, as tall as the 1 (8-size; small hole low down), so 185 or a retraced 0 (105, cf. 105 in l.11).
# NOTE p1 l.14 1804: 2nd digit tall oval with inner diagonal = theta-8 (a retraced 0, i.e. 1004, not excluded).
# NOTE p1 l.15 1298: last digit tall theta-8 (cf. 1290 with a plain small 0 in l.23).
# NOTE p2 l.9 184: 3rd digit 'A'-shaped 4 (thick downstroke with a short crossbar; could be taken for a 1).
# NOTE p2 l.11 506: middle digit a clear small 0 (not the 8 of the frequent 586).
# NOTE p2 l.6 1215: a mid-height dot between 2 and 1 ('12·15'), read as one group (cf. 1215 twice in l.17).
# NOTE p2 l.12 2130: 2nd digit a short thick 1 with a detached dot/tick above.
# NOTE stray marks: p1 small ink spot above l.11 between 6273 and 7; p1 dot in the left margin before l.23; p2 l.10 small ink blot below 190; p2 l.3 grey caret-like mark above 5957 (show-through/smudge); p2 large dot in the right margin after l.15; p2 l.15 a tick under the 5 of 5814. None encoded.
# NOTE repeated sequences: p1 l.9 '70 1941 118 80 169' ~ p1 l.19 '70 1941 118 80 3492 169'; p2 l.3 '586 759_ 5957' = p2 l.7 '586 759_ 5957'.
# UNCERTAIN digits (encoded ?): p1 l.4 15?5 (1/7), p1 l.5 578? (blot), p1 l.13 1?5 (0/8), p2 l.9 struck [del:79?], p2 l.10 struck [del:57??]. Read but flagged: p1 1003, 1804, 1298, 2139, 60/6063 (ligature); p2 184, 506, 2599 (blot), 6058 (l.18, theta 8).
# DISAGREE: (no earlier reading of this letter). Every line read twice (pass A: third-width native crops; pass B: half-width crops at 0.75) plus 2-6x zooms on every doubtful digit; no unresolved disagreement between the passes except those encoded '?'.
