Basle → William V in exile · polyalphabetic cipher, five alphabets changed line by line · 17 August 1796

An Orangist at Basle writes to the Stadholder, 1796

William V
toWilliam V

Koninklijk Huisarchief, The Hague, Prins Willem V, inv. 339 (DECODE R2234, catalogued as “homophonic” with no decipherment). One page in letters, dated in clear “30 thermidor an 4 de la Rép. franç. / 17 août vieux style”. Decrypted in full with the key sheet R2235 filed in the same inventory number; the order in which its five alphabets are used, one per line, was found by trial. No earlier decipherment was found.

The letter
An unsigned letter from a writer at Basle to William V, in French, under Republican dating; he asks for a reply by 4 September and a bill of 50 louis each quarter.
Where
DECODE R2234 (listed as homophonic, no decipherment). The pencil note “Tollius” is an archival attribution that was not tested.
The cipher
Polyalphabetic, with five alphabets D, G, L, N, R that change line by line; a capital in the margin restarts the cycle. DECODE’s “homophonic” label is wrong.
How it was read
The key is R2235, a printed pair of tables in the same file. Trying all five alphabets on lines 2–5 gave the line-by-line rule, and the whole letter decrypts to French.
What it says
The Prince of Salm is raising hussars for Prussia on condition they pass to the Prince of Orange; the Prussian ministers are being lulled by the French; the armies of Italy and the Rhine may join.
Still open
A few words are doubtful because of the transcription, and the clear signature is not made out.

01 The letter and the key

The head of the letter: D, the clear date line, and the first cipher lines
The head of R2234 (rotated): the section capital D, the date in clear, and the first lines. Image: Koninklijk Huisarchief, The Hague, Prins Willem V inv. 339, via DECODE R2234.

The key, R2235, has two sheets. The Schrijf Tafel (writing table) gives, for each of D, G, L, N, R, the cipher letter for each of the 25 plain letters a–z without j. The Translateur Tafel is the same five rows as inverses. The rows are built in pairs: D and R undo each other, G and N undo each other, and L is its own inverse, so the second sheet is the first with its labels swapped.

DECODE R2235, the Schrijf Tafel: five enciphering alphabets. Image: Koninklijk Huisarchief, The Hague, Prins Willem V inv. 339, via DECODE R2235.

The letter uses the key in a way the tables do not state. The first line of the first section decrypts under D (“gasoez ma 12” = “depuis le 12”), but the second line does not. Trying all five alphabets on lines 2 to 5 showed that they decrypt under G, L, N and R, in that order. Each line starts with a dash, and a new capital in the margin (D, G, L, N, R, D, G) restarts the cycle at that alphabet. Word division, figures and punctuation stay in clear. DECODE’s “homophonic” label is wrong. The cipher is polyalphabetic, with five alphabets that change line by line.

02 The decrypted text

The corrected French, one line of the letter to a line; the alphabet of each line is in brackets. […] marks words spoilt by my transcription.

In English, in brief. No letter since 12 July; he needs an answer by 4 September on whether to keep his house for three more months, the lease ending on 4 October, and a bill for 50 louis every quarter, Basle being ruinously dear. A staff officer at Basle says he belongs to a hussar regiment the Prince of Salm is raising for the King of Prussia, on condition that it pass into the Prince of Orange’s service when he returns to Holland. It is said that the prince will have Hamburg(?) and the country about Osnabrück. He fears the Prussian ministers will again be lulled by the French, who want only to hold both banks of the Rhine. Barthélemy, the French envoy, no longer invites him since he was named in the Hamburg gazette of 5 July; Barthélemy’s secretary expects the Army of Italy to join the Army of the Rhine through the Tyrol within a month, which does not look like peace; Degelmann, the Imperial envoy, does not believe it. A French courier from Italy has come and nothing has leaked, so the news is bad for the French.

03 Method

The single DECODE image and the two key sheets were downloaded with the project’s DECODE session. I transcribed the key rows from full-resolution crops and the letter from rotated bands (1,321 cipher letters). A short decoder applies the inverse of each Schrijf row. Only the line cycle had to be found, and it came from four trial decryptions. The raw machine output keeps my transcription slips (n/r/u/v, c/e, i/y); the text above corrects them by sense, and no key value was changed.

04 What remains uncertain

# R2234, an Orangist correspondent at Basle to William V, 17 August 1796: English translation

[Basle,] 30 Thermidor, Year 4 of the French Republic (in clear) / 17 August, old style (in clear)

Since 12 July I have had no news from you; what a silence! I expect without fail a letter by 4 September, so as *to
make up my mind* either to give up or to take my house again for three months, my lease ending on 4 October. Around
that time I shall also need a new bill of exchange for 50 louis, and so from three months to three months, to meet
the horrible dearness of living here; and I am down to my last ones, [...] [...]. A staff officer who has come to
Basle says that he is from a regiment of hussars which the Prince of Salm is raising for the King of Prussia, on
condition of returning to the service of the Prince of Orange when he goes back to Holland; it is imprudent to *speak*
of it here. Tell me what there is in it; I would put myself forward to do as much there. On the other hand it is
asserted that the Prince will have Hamburg(?), the country [...] of [...] Osnabrück. Is this true? I am afraid that
the Prussian ministers are letting themselves be lulled, as usual, by the fine words of the French, who have *no
intention* of seeing anything other than anchoring themselves firmly on both banks of the Rhine. [...] and Barthélemy
no longer invites me, since I was put, I do not know why, into the Hamburg gazette of 5 July, or since two mails were
taken. His secretary was telling me yesterday that within a month the junction of the Army of Italy with that of
the Rhine through the Tyrol was expected; that does not look like peace. Degelmann does not believe it and knows
nothing. A French courier from Italy arrived yesterday; nothing has leaked out: so, bad news for them. What is
written from Basle about couriers passing [...] to send lies. But if there were a congress, I could do nothing there
without being noticed.

Greetings and fraternity (signature, in clear, not read)
