Instructions for the Stosch–Walton cipher, c. 1731

TNA State Papers 106/7, f. 33 (DECODE R597). DECODE lists it as a partly decrypted French letter in a nomenclator of letter pairs, with some lines not deciphered. It is an English sheet of instructions sent with a cipher that “serves only to correspond with Baron Stosch and Mr Walton”, and every group of its worked example has its syllable written above it. The sheet was transcribed in full; there is no ciphertext without its plaintext.

The document
The catalogue took R597 for a ciphered letter from an unknown sender to an unknown recipient. It is an English instruction sheet for a cipher to be used with “Baron Stosch and Mr Walton who reside at Rome”, where “Rome” is corrected to Florence.
Where
TNA SP 106/7, images 0091–0092, DECODE R597 (status “Partially decrypted”). Stosch moved to Florence in 1731, so the sheet dates from about then.
The cipher
A syllabic code of three-digit groups from 100 to 999 in two keys, A in black ink and B in red, used alternately. Group 371 means “changement de clef”; the nulls are 110, 220 and so on, plus every group above 900.
How it was read
The writer put the syllable over every group of his worked example, so the sheet explains itself; the whole sheet is transcribed. The lines DECODE calls undeciphered are the same key B example written as one unbroken string.
What it says
The example is Les Adherens du Pretendant se donnent beaucoup de mouvement à Rome, first in key A, then switching to key B after “donnent”.
Still open
Three figures are doubtful, and keys A and B themselves are not on the record.

01 The record

DECODE R597 (“TNA_SP106/7_Anne_(0091-0092)”) has two images. Its date, 1702–1837, is the span of the volume. Its metadata give cleartext English and plaintext French, cipher type nomenclator, symbols numerical, status “Partially decrypted”. The record note reads: “Part of letter with instructions for operating the Cipher with Baron Stosch and Mr. Walton … there are also lines unsolved. The nomenclature in question could not yet be identified.” Image 2 is f. 33 and holds the start of the text. Image 1 is the bifolium opened out, with the rest of the text on the left leaf (upside down in the scan) and the paragraph on nulls on the right.

Three lines of three-digit groups separated by strokes, with syllables written above, and the sentence Les Adherens du Pretendant se donnent beaucoup de mouvement a Rome below

02 The text

Transcribed from the images. The interlinear syllables are the writer's own. [?] marks a doubtful figure.

In the inclosed Cypher (which serves only to correspond with Baron Stosch and Mr Walton who reside at Rome Florence) is to be perceived one in Numbers consisting of 3 Figures each as follows,

Les Adherens du Pretendant se donnent beaucoup de mouvement à Rome.

Or to puzzle it more after having made use of the Key A. in black Ink, as far as [Donnent] inclusive, which answers 371. which denotes [Changement de Clef] that the Key alters, and then put the Remainder of this Sentence into the Cypher B. the Numbers in red Ink and it will stand thus.

The chief art of this Cypher consists in the Numbers running on without distinction till a distribution of them is made as above, by three in a parcel, by the person who deciphers, and that you make use of two Keys alternately at pleasure. [When you write you put no Stops, as in our Ordinary Cypher, but write thus, 371436433342218446670 4175534530236208477.]

You have several Nulls to intermix as 110. 220. &c and all above 900 are so. You make use of no Numbers under 100 or above 999.

The example sentence means “The Pretender's adherents are very busy in Rome”. That is the kind of news Stosch sent home about the court of James Francis Edward Stuart.

R597, SP 106/7 f. 33, instruction sheet (c. 1731)

Not a ciphered letter but an English instruction sheet sent with a cipher 'which serves only to correspond with Baron Stosch and Mr Walton' (Philipp von Stosch, the British spy on the Stuart court, who signed as John Walton), c. 1731. It explains a three-figure syllabic code with two keys, A and B, used alternately, with the worked example 'Les Adherens du Pretendant se donnent beaucoup de mouvement à Rome'; every group has its syllable written above it, so the one file is both transcription and reading.
