The Marqués del Carpio to Baltasar de Fuenmayor, 1677

Marqués del Carpio
fromMarqués del Carpio

Ten ciphered letters from Spain’s ambassador in Rome to its envoy in Denmark, autumn 1677: the key was recovered from one letter’s marginal decipherment, and all ten now give Spanish sentences with English translations.

The letters
Ten despatches of Gaspar Méndez de Haro, Marqués del Carpio, Spanish ambassador in Rome, to Baltasar de Fuenmayor, Spanish envoy at Copenhagen, 4 September to 11 December 1677. Each opens with clear compliments and turns to cipher.
Where
Archives générales du Royaume, Brussels, Secrétairerie d’État et de Guerre, inv. nr. 2559; DECODE R1002–R1011, 29 pages. DECODE lists eight as partly decrypted (the decipherment is in the margin) and two, R1004 and R1005, as not decrypted.
The cipher
A syllabic nomenclator: numbers 9–30 for letters, 31–60 for consonant-vowel syllables, struck numbers for a second syllable table, letter pairs with a disguised consonant (ge = de, ma = la), and about twenty three-letter code words for names and frequent words.
How it was deciphered
The key was recovered by lining up the 4 September letter with its contemporary marginal decipherment, then applied to all ten. On 22 October 2026 the eight margins were transcribed from the images and aligned word by word with the key’s output; each letter was written out as Spanish and translated into English. R1004 and R1005 carry a faint margin too, and it agrees with the key.
What it says
The French fleet off Messina and Catania; Orange raising the siege of Charleroi; riots against Spaniards in Rome, guns on Castel Sant’Angelo and French press-gangs at Civitavecchia; Innocent XI refusing Carpio an audience; the fall of Freiburg; d’Estrées at Turin threatening war in the Milanese.
Still open
Two place names at the end of R1006, illegible in the margin; one misread group in R1002 and one unwritten verb in R1003; struck 55 and a few struck numbers not placed in the key table.

01 The letters

The file is one of several in SEG 2559 holding letters to Fuenmayor from Spanish diplomats, 1674–79. DECODE describes Carpio’s ten as partly decrypted: “the solution is written in the margin, without revealing the key.” R1004 and R1005 are marked as not decrypted, meaning DECODE saw no decipherment on them. Each letter opens with a clear paragraph of compliments, then turns to cipher. The cipher is in one hand, in point-separated groups, with the null groups N, R, g and 4 struck through at the start and end of each block. The decipherment runs vertically in the left margin.

Carpio's letter of 20 November 1677, cipher lines with a faint marginal decipherment on the left
R1005, 20 November 1677. DECODE lists this letter as not decrypted; a faint decipherment runs down the left margin: “mas que nos tienen con gran cuidado las apariencias y evidentes señales de que la proxima campaña havrá guerra en Milán…”. 03 The two letters DECODE lists as not decrypted

13 November 1677 (R1004). Normalised; bracketed words are uncertain.

“…to lament with Your Lordship how our ill fortune pursues us everywhere: with Cardinal d’Estrées come to Turin some great novelty is feared in Italy … in the Congress [of Nijmegen] we must suspend judgement until we see what comes of the Prince of Orange’s meeting with the King of England … I expected His Majesty’s orders by this post and have not had them.”

20 November 1677 (R1005).

… más de que nos tienen con gran cuidado las apariencias y evidentes señales de que la próxima campaña habrá guerra en Milán, pues el Cardenal de Estrées, que está en Turín, no se descuida.

“…except that we are much concerned by the appearances and evident signs that next campaign there will be war in the Milanese, for Cardinal d’Estrées, who is at Turin, is not idle.”

04 What the other eight say

These eight letters have the contemporary decipherment in the left margin. Each margin was transcribed from the images and set word by word against the key’s output; where the two differ, the sense decides and the choice is noted in the reading file. The Spanish of every letter and its English translation are under Full texts below.

05 Method

DECODE’s ciphertext transcriptions (by RP and MEG, 2020) were parsed into tokens. The 4 September letter has a legible marginal decipherment, and lining its first lines up against the cipher showed the layout. The letter pairs looked like Spanish syllables with the wrong consonant. ca 9 [42] ca gi 24 against “va a imbadir” fixed a = 9 and r = 24, and 36 = na in both Mecina and encaminava. The rows of five followed from 33 mi, 36 na, 39 no and 48 ri. Every token of all ten letters was then tallied in context, which settled the consonant changes (gi-os Dios, lu-ar-de guarde, ne-lo-cios negocios). The decoder (targets/carpio1677/dec.py) applies the tables mechanically. The code words were first identified from context and from the historical events they fit: Charleroi, Freiburg, d’Estrées at Turin, Orange in London.

The decoder’s output is a stream of syllables, with stray letters where DECODE’s transcription has a slip. A reading audit on 22 October 2026 (George Lasry’s test: the text must form sentences that can be translated) found that only R1004 and R1005 had been written out as Spanish; the other eight had been summarised from the syllable stream. The same day the eight margins were transcribed from the DECODE images, DECODE’s partial margin transcriptions were checked against them, and each margin was aligned word by word with the decoder’s output. The two agree almost throughout. The alignment fixed seven code words (cen, ren/xen, xin, cun, tin, gen, 110) and struck 14 = ju, and corrected three of the earlier summaries: R1010’s “temer el logro”, the stonings and the Civitavecchia press-gangs in R1011, and the fleet’s return in R1006. Every letter was then written out as Spanish and translated into English; on 23 October 2026 the writer’s spelling was restored word by word from the margins (agrauios, recivido, governador, bolvio), without changing a word. All 3,504 cipher tokens are in letters that give continuous sentences; the holes are the few words listed below.

R1010, Rome 4 Sept 1677

Carpio to Fuenmayor: The French fleet has left Messina; rumoured bound for Brindisi, its design is to surprise Catania, and its good fortune makes any operation it undertakes to be feared. Carpio is dismayed by news from Brussels that the Prince of Orange raised the siege of Charleroi "intempestivamente".

# R1010, Carpio to Fuenmayor, Rome, 4 Sept 1677

## Notes

- Code words: pon = armada, ten = Francia, men = Reino, ana = Nápoles, lun = cartas, san = Bruselas, gus = Príncipe
(here "gus de s ra n ge s", Príncipe de Orange).
- "Temer": the key decode reads "ra me r" and DECODE's margin transcription "tener"; the sense needs "temer".

# R1010, Carpio to Fuenmayor, Rome, 4 Sept 1677

The French fleet has left Messina. It was rumoured to be heading to attack Brindisi in the Kingdom of Naples, but I
have now come to understand that the design is to surprise Catania; and given their great good fortune we must fear
the success of whatever operation they undertake.

I am left so confused and downcast by learning, from letters I have had from Brussels this week, that the Prince of
Orange has raised the siege of Charleroi out of season, that I confess to Your Lordship I lack the heart to speak of
so irregular an event and one of such pernicious consequences; nor do I wish to discuss it with Your Lordship, so as
not to add to the grief it will justly cause you.

R1011, Rome 18 Sept 1677

Carpio to Fuenmayor: After Charleroi, rumours that Spaniards were raising men by force for Sicily turned the Roman populace against them; Spaniards have been insulted and stoned in the streets for over fifteen days with no action from the Pope, while militia cavalry was brought in and guns added on Castel Sant'Angelo. Carpio contrasts the tolerance shown to the French, whose galleys pressed more than a hundred men, reapers included, at Civitavecchia.

<!-- Reading of the ciphered passage, built 22 Oct 2026 by Claude Opus 5.5: the key decode (read/R1011.raw.txt, dec.py) aligned word by word with the contemporary decipherment in the left margin, transcribed from the DECODE images (DECODE's partial margin transcription in decode/ checked against them). Spelling (v6, 23 Oct 2026): the writer's, as the contemporary margin decipherment writes it; the modernised spelling of 22 Oct was restored word by word from the margin transcription (research/reading_audit/v6_align.py), editorial accents taken off; the margin's abbreviations (nro, Sr, S. Mgd, -mte) and the code words are written out, and words the margin does not carry are spelt as the key decode gives them, without accents. No word was changed. Punctuation added. Modern spelling is only in the English file. [...] = hole; [?word] = uncertain. The margin transcription is saved as read/R1011_margin.txt (22 Oct 2026). -->

# R1011, Carpio to Fuenmayor, Rome, 18 Sept 1677

El señor Marques de los Balbases me avisa que ya se reconocen en Nimega los efectos del sitio de CharleRoy; pero no
es mucho, quando en esta corte se dejan sentir con menos razon, aunque con mayor estrañeza nuestra, pues haviendo
inmediatamente como llego la noticia esparcido voz los desafectos a España de que aqui levantamos gente forzada para
Sicilia, y logrado [con] [ella] que se aya irritado el pueblo contra nuestra nacion, han ultrajado estos dias por las
calles a diferentes españoles. Y siendo assi que tengo provada la falcedad de estas vozes, y que no la ignoran el Papa
y sus ministros, no he podido conseguir que se haga justicia y se me de satisfacion, pues no solo no se [?trata] [?de]
castigar a los sediciosos, pero tampoco [de] [la] averiguacion de la verdad; siendo tal mi tolerancia que ha mas de
quince dias que estoy pasando por que apedreen a los vasallos del Rey, por cargarme de razon y conocer que solo han
tirado a precipitarme.

## Notes

- Code words: cun = España, cun iles = españoles, xin = gente, sen = el Rey, tin = Francia (franceses); {110} =
cuando in both places (the margin writes "quando" in the first).
- "Quince días": DECODE's group is {15/28}; the margin writes "15".
- "Estoy pasando por que apedreen" is the key's text; the margin may read "pensando". "Sin reservar los segadores"
is the key; the margin appears to write "con reservar[...]".
- "Más de cien hombres" from the margin ("100 hom."); DECODE's cipher group there is unclear ({46/49}).
- The lines after "vasallos del Rey" are DECODE placeholders ({>}) and the clear close.

# R1011, Carpio to Fuenmayor, Rome, 18 Sept 1677

The Marqués de los Balbases writes to me that the effects of the siege of Charleroi are already felt at Nijmegen. But
that is no wonder, when at this court they make themselves felt with less reason, though to our greater surprise. As
soon as the news arrived, those ill-disposed to Spain spread the rumour that we were raising men here by force for
Sicily, and having [thereby] got the populace stirred up against our nation, they have insulted various Spaniards in
the streets these days. And although I have proved these rumours false, and the Pope and his ministers are not
unaware of it, I have not been able to obtain justice or satisfaction: not only is there [?no move] to punish the
seditious, there is [none] to find out the truth either. Such is my forbearance that for more than fifteen days I have
been putting up with their stoning the King's subjects, so as to put myself in the right and because I see that
their only aim has been to provoke me into a rash step. And they have brought in some cavalry of the militia of this
district, and mounted more guns on the Castel Sant'Angelo than there were before. This happens in plain view of the
irregularity and inequality with which they treat the French: the last time their galleys were at [?Civitavecchia] they
raised more than a hundred men and put them aboard, picking them by force, without sparing the reapers on their way
to work in the fields. This is proved, and it was tolerated, the Pope and everyone knowing it better than I. So Your
Lordship can infer the just displeasure I am left in, not knowing where these disorders will end, when the use of
all the gentlest means is not enough, and I must see to my own safety, to the dignity of my post and to that of the
King's subjects.

R1009, Rome 25 Sept 1677

Carpio to Fuenmayor: False rumours are spread against the Spaniards; Carpio pressed the Pope for remedy and got neither remedy nor an inquiry, and has referred the matter to the viceroy of Naples and the governor of Milan.

# R1009, Carpio to Fuenmayor, Rome, 25 Sept 1677

## Notes

- Code words: cun iles = españoles, gen = enemigos, sen = el Rey, ana = Nápoles, xan = gobernador.
- "La insubsistencia" is the key's "la [92] su s si s te n ci a" (92 = in); the margin is hard to read there.
- The clear lead-in is DECODE's rough clear-text transcription, spelt as DECODE gives it (passo, passada), not re-read from the image.

# R1009, Carpio to Fuenmayor, Rome, 25 Sept 1677

⟨I go on to tell Your Lordship that last week I reported⟩ what was happening at this court over the false rumours
raised against the Spaniards and fomented by our enemies. I can now only add that, although their groundlessness
has been proved, and although I have kept up with His Holiness the humble and urgent representations for a remedy to
such disorders, not only has no [remedy] been applied and no satisfaction given me, but I have not even been able to
get a single step taken towards finding out the truth, which only gives the populace more boldness against the
King's subjects. So, after several discussions and conferences with these cardinals of the party, it finally seemed
best to report, as I have done, to the viceroy of Naples and the governor of Milan on the state of the matter, and I
am awaiting their answers for my guidance.

R1006, Rome 2 Oct 1677

Carpio to Fuenmayor: The Pope and his ministers still give no satisfaction for the offences to the Spanish nation; Carpio awaits the governor of Milan's advice before a final resolution with the cardinals of the party. The French fleet and galleys, after keeping station off Catania, are said to have turned back towards [?Toulon] and [?Hyères], the galleys badly knocked about.

## Reading

maltratadas.

## Notes

- The margin is very faint; where legible it agrees with the key decode (ran = gobernador; "pa [55]" = Papa;
  ten = Francia).
- The two places in the last sentence are the code word "rin" and the spelled "vi ve re s"; the margin there is
illegible on the scan. Tolón (Toulon) fits the fleet's return in autumn 1677 and the margin's capital T; "Vieres"
read as Hyères (the anchorage off Toulon) is a guess; the reading keeps the writer's spelling [?Vieres] (sr, 23 Oct 2026).

⟨I have informed Your Lordship of⟩ the offences our nation has received at this court. To that I can now add only
that, as the Pope and his ministers persist in giving no satisfaction, I am awaiting the advice I have asked on this
matter of the governor of Milan, so as to take, with his advice and that of these cardinals of our party, the final
resolution that best serves His Majesty. The French fleet and galleys, after keeping station for some time off
Catania and its coast, are said to have turned back towards [?Toulon] and [?Hyères], and the galleys very badly
knocked about.

R1007, Rome 9 Oct 1677

Carpio to Fuenmayor: Still no satisfaction; on the cardinals' advice he stays away from papal audiences, awaiting the viceroy of Naples' answer.

# R1007, Carpio to Fuenmayor, Rome, 9 Oct 1677

⟨En mis antecedentes tengo avisado a V.S.⟩ las ofensas que ha recivido nuestra nacion [?en] esta [corte], y aora
añadire solamente que todavia se mantiene este gobierno sin dar la satisfacion que tan justamente se nos deve dar,
sin embargo de que [por] mi parte he solicitado con las mas vivas instancias que [?pide] la justicia que me asiste. No
haviendo passado a tomar resolucion por quedar esperando una respuesta del señor virrey de Napoles, que le tengo escrito
sobre esto; y entretanto, con el parecer de estos señores cardenales del partido, me mantengo sin yr a las
audiencias de Su Santidad.

## Notes

- Margin faint but legible in places ("gobierno sin dar", "Nápoles que le tengo escrito sobre esto", "señores
  cardenales del partido me mantengo").
- Code words: ren = gobierno, gon = señor, ana = Nápoles; struck 14 = ju ("justamente", "justicia").

⟨In my previous letters I informed Your Lordship of⟩ the offences our nation has received [?at] this [court]. I will now
add only that this government still holds out without giving the satisfaction so justly owed to us, although [for my
part] I have pressed with the most urgent representations that the justice on my side [?calls for]. I have not gone so
far as to take a resolution, as I am waiting for an answer from the viceroy of Naples, to whom I have written on this;
meanwhile, on the advice of these cardinals of the party, I keep away from His Holiness's audiences.

Carpio to Fuenmayor: No news at this court; he stands firm and awaits orders on how to proceed.

R1008_reading.md

<!-- Reading of the ciphered passage, built 22 Oct 2026 by Claude Opus 5.5: the key decode (read/R1008.raw.txt, dec.py) aligned word by word with the contemporary decipherment in the left margin, transcribed from the DECODE image. Words in ⟨ ⟩ are written in clear in the letter and lead into the cipher; [...] = hole; [?word] = uncertain. ## Notes

- Margin: "desta corte no es novedad pues el gobierno está firme en su dictamen, y yo he resuelto no ver/me hasta que
me lleguen las órdenes de S.Mag.d para ejecutar lo que fuere servido resolver." The key decode has "no a y no be da

- xen = gobierno.

⟨In the pending difficulties⟩ of this court there is nothing new: the government stands firm in its view, and I have
resolved not to move until His Majesty's orders [?reach] me, so as to carry out whatever he is pleased to decide.

R1004, Rome 13 Nov 1677

Carpio to Fuenmayor: Carpio laments Spain's ill fortune: the Cardinal d'Estrées's arrival at Turin threatens some novelty in Italy and Flanders is in the state Fuenmayor knows; the Congress must wait on the Prince of Orange's meeting with the King of England; the King's orders have not yet come. DECODE lists it as not decrypted; a faint margin decipherment agrees with the key.

… [and at the same time I must] lament with Your Lordship how our ill fortune pursues us everywhere: with the arrival
of the Cardinal d'Estrées at Turin some great upheaval is feared in Italy, and the affairs of [Flanders] are in the
state Your Lordship knows. As for the business of the Congress, it seems we must suspend judgement until we see what
comes of the meeting of the Prince of Orange with the King of England. On the difficulties at this court I have
nothing to add to what I told Your Lordship in my previous letters, except that, although I expected His Majesty's
orders by this post, I have not received them; but I do not doubt the next will bring them, for they write to me
from Madrid that the letters in which I gave the first reports on these affairs had arrived there.

R1005, Rome 20 Nov 1677

Carpio to Fuenmayor: The signs that the next campaign will bring war in Milan cause great concern, the Cardinal d'Estrées at Turin not being idle. DECODE lists it as not decrypted; a faint margin decipherment agrees with the key.

R1002, Rome 4 Dec 1677

Carpio to Fuenmayor: On the King's orders he asked Innocent XI for an audience on the pending disputes; the Pope refused it twice and would receive the King's business only through a cardinal, so Carpio declines to treat the principal business until the point is settled.

R1002_reading.md

<!-- Reading of the ciphered passage, built 22 Oct 2026 by Claude Opus 5.5: the key decode (read/R1002.raw.txt, dec.py) aligned word by word with the contemporary decipherment in the left margin, transcribed from the DECODE images (DECODE's partial margin transcription in decode/ checked against them). Words in ⟨ ⟩ are written in clear in the letter and lead into the cipher; [...] = hole; [?word] = uncertain. The margin transcription is saved as read/R1002_margin.txt (22 Oct 2026). -->

# R1002, Carpio to Fuenmayor, Rome, 4 Dec 1677

pudiendo decir a V.S. [hasta] aora que resolucion me hallare obligado a tomar, pues recelo que Su Santidad persista
en su animo, siendo este un punto tan indecoroso como el primero al servicio de Su Majestad.

## Notes

- After "que Dios guarde" the key decode has a misread group ({7}); the margin runs straight on to "pida audiencia".
The bracketed words are a guess at the construction.
- "El día antecedente" is the key's text ("ma di a an ta ce de n te"); the margin writes "al día 30".
- Struck 14 = ju ("ajuste"), confirmed by the margin. Code words: sen, jen, gin = el Rey / Su Majestad.
- "Martes 30" is 30 Nov 1677; "1º deste" is 1 Dec.

# R1002, Carpio to Fuenmayor, Rome, 4 Dec 1677

On the pending affairs of this court, the King our lord, whom God preserve, is pleased [?to order me to] ask His
Holiness for an audience and tell him what his despatch contains about the satisfaction His Majesty is to expect for
what happened here. Having asked for the audience on Tuesday the 30th, His Beatitude was pleased to answer that he
could not receive me. Going back the next day, the 1st of this month, to beg His Holiness, through my maestro di
camera, to grant me the audience, since His Majesty orders me most strictly to [?speak] to His Beatitude in person on
the business he entrusted to me (for without so pressing an order I would not trouble His Holiness), His Beatitude
answered the same as the day before, without giving to understand the reason for the refusal, and added that if I
had business of the King's to treat, I should communicate it through some Cardinal. I again set out His Majesty's
orders, and that they left [me] no discretion to accept such a proposal, but nothing has availed to obtain the
audience. So I am not minded to ask for it again, nor to treat the principal business until this point is settled;
nor can I [yet] tell Your Lordship what resolution I shall find myself obliged to take, for I fear His Holiness will
persist in his intention, this being a point as unbecoming to His Majesty's service as the first.

R1003, Rome 11 Dec 1677

Carpio to Fuenmayor: The loss of Freiburg may change the plan of the winter quarters, the Duke of Lorraine having to recross the Rhine, and leaves Flanders in a miserable state. He recalls the Pope's two refusals of audience already reported, has not asked again, and awaits the advice of the Marqués de los Vélez, viceroy of Naples.

<!-- Reading of the ciphered passages, built 22 Oct 2026 by Claude Opus 5.5: the key decode (read/R1003.raw.txt, dec.py) aligned word by word with the contemporary decipherment in the left margin, transcribed from the DECODE images (DECODE's margin transcription in decode/ checked against them). Words in ⟨ ⟩ are written in clear in the letter and lead into the cipher; [...] = hole; [?word] = uncertain. The margin transcription is saved as read/R1003_margin.txt (22 Oct 2026). -->

## Notes

- Code words confirmed by the margin: cen = Duque (de Lorena), tan = Flandes, gin = Su Majestad.
- The margin has "pero a la consideración de V.S. el miserable estado"; neither margin nor key writes a verb, so
  "[dejo]" is supplied.
- Friburgo = Freiburg im Breisgau, taken by Créqui on 16 Nov 1677. The Marqués de los Vélez was viceroy of Naples.

# R1003, Carpio to Fuenmayor, Rome, 11 Dec 1677

The news of the siege of Freiburg is now very painful, for its pernicious consequences, since this mishap must bring a
change in the plan of the winter quarters, the Duke of Lorraine having to recross the Rhine; but I [leave] to Your
Lordship's consideration the miserable state in which Flanders is left.

⟨By the previous post I informed Your Lordship⟩ how His Majesty's resolution on the affairs pending at this court
had reached me, and that, having asked His Holiness twice for an audience, he had refused it both times in the
manner I reported to Your Lordship. As I have not asked for it again since then, there is no news to pass on to Your
Lordship: I am waiting for the answer to the advice I asked of the Marqués de los Vélez, which has not yet arrived,
and I have taken no step in the matter.
